Minutes - Environment committee - 19 January 2021

Minutes of a meeting of the Environment committee held remotely using Zoom on 19th January 2021 at 19.00
Present: Cllrs Broad, Manders, Smith, Trought and Walker
 
In attendance: Deputy Clerk, Mr P Tuckerman. Cllrs Callan and Moran observed the meeting.
No members of public were present.
 
1. To consider apologies and accept valid reasons for absence – It was RESOLVED: That apologies from Cllr Hauton be accepted.
 
2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation
to any agenda item – Cllr Manders declared a non- pecuniary interest in matters relating to planning application 20/1462/FUL – St Johns Primary Academy. Cllr Trought declared a non-pecuniary interest in matters relating to planning application 20/1673/HOUS – 12 Mount Road.
 
3. To confirm the minutes of the Environment committee held on 14th December 2020 - It was RESOLVED: That the minutes of the meeting held on 14th December 2020 be approved and signed as a true copy by the chairman.
 
4. To consider planning applications –
 
  • 20 1673 HOUS – 12 Mount Road – The Parish Council object to the whole new build being of white render as this does not remain in keeping with the surrounding houses. Alongside this there was a further objection to the removal of a tree in the front garden. It was noted that the new building should be half white render and half brick, and a tree should be replanted. (Material Planning Consideration: Layout and density building - visual appearance and finishing materials). Cllr Trought did not participate in the discussion of planning application 20/1673/HOUS.
  • 20 1590 HOUS - 32 Lagonda Close – No comment or objections.
  • 20 1614 HOUS – 3 Stanley Crescent - No comment or objections.
  • 20 1668 HOUS - 17 Salisbury Drive - No comment or objections. Cllr Manders passed the chairmanship of the meeting to Cllr Trought and did not participate in the discussion of planning application 20/1462/FUL.
  • 20 1462 FUL – St Johns Primary Academy. – No comment or objections
          Cllr Trought passed the Chairmanship of the meeting back to Cllr Manders.
5. To receive a report on planning decisions received –
 
  • 20/1219/FUL - 6 Chichester Road - It was suggested that a physical check was carried out to ensure the planned fence repositioning had been carried out.
  • 20/1371/ADV – St Johns Village - Hoardings are temporary and need to be removed no later than 17th December 2025.
6. To receive an update on the application to fields in trust for protection of green spaces. All purchasing of deeds and title plans have been put on hold until a credit card has been acquired by the Parish Council Clerk.
 
7. To consider village heritage trails– For the second village heritage trail, It was agreed that committee members would check the heritage trails and report any suggested amendments to Cllr Manders.
 
8. To identify future tree planning spaces. – Committee members were asked to identify potential sites for a community orchard and to make suggestions on potential tree planting locations within their local areas.
 
9. To consider litter picking proposal. – It was discussed that during the current COVID 19 restrictions, community litter picking must be put on hold due to the multitude of safety concerns. In the absence of a village caretaker, it was suggested a temporary contracted litter picker should be employed.
 
10. To consider traffic calming measures for Red Hall Farm Lane - A verbal report was given regarding 3 traffic calming measure options and a pedestrian protection measure that could be installed along Red Hall Farm Lane. It was decided that a leaflet asking the lane residents to prioritise the measures would be compiled by the Deputy Clerk and delivered in due course.
 
11. Items for the agenda of the next committee meeting – Potential tree locations, litter picking temporary contract, heritage trails, traffic calming measures.
