Draft notes - Environment committee - 13th July 2020

Draft notes of a meeting of the Environment committee held remotely using Zoom on 13th July 2020 at 19.30

 

Present: Cllrs Manders, Smith, Trought and Walker (joined at 19:46)                

In attendance: Clerk to Council, Mrs S Knowles                                                                    No members of public were present

 

1. To consider apologies and accept valid reasons for absence – It was RESOLVED: That apologies from Cllr Hauton be accepted.

 

2.To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item

3. To confirm the minutes of the Environment committee held on 15th June 2020 - It was RESOLVED: That the minutes of the meeting held on 15th June 2020 be approved and signed as a true copy by the chairman.

 

4. To consider planning applications –

 

19/1100/HOUS – 1 Goddard Way – Bracebridge Heath Parish Council objects to the planning application on the grounds that the proposal to erect a garden shed in this area contravenes Planning Policy LP25: The Historic Environment, as stated in the original planning decision (12/0900/OUT as revised by 15/0698/VARCON). The original planning conditions state that 'No garages or outbuildings shall be erected within the curtilage of the dwellings'. Permission to erect a shed would set a precedent for other properties on the development and nullify the original planning conditions stipulated.

 

20/0700/HOUS – 10 Canterbury Road – No comments or objections.

 

5. To receive a report on planning decisions received – A written report was received.

 

Cllr Walker joined the meeting at 19:46

 

6. To consider streetlighting repairs and consider the priority of future repairs – This item was considered at item 9 – all other items renumbered as appropriate.

 

7. To consider highways and roads – Correspondence from a resident regarding excessive traffic on Heath Road and Grange Road was considered. It was agreed that the clerk to council would contact Lincolnshire County Council regarding traffic reduction methods.

 

8. To consider a village Christmas tree – A written report was received regarding the carbon footprint of a village Christmas tree. It was RESOLVED: That using the powers provided under s137 Local Government Act 1972, a 20ft Christmas tree be purchased for placement on Lancia Crescent green and a boom lift be hired to install the lights.

 

9. To consider streetlighting repairs and consider the priority of future repairs – It was RESOLVED: That the streetlighting report be accepted and repairs are carried out as required, subject to budget constraints.

 

10. To consider items carried over from the Environment committee meetings

    a. Applications to Fields in Trust – It was RESOLVED: That Council purchases the title registers for land at the burial ground and the Grantham Road park from the Land Registry  Office to progress the applications.

 

It was RESOLVED: That Council submits applications to Fields in Trust for the protection of green spaces at the burial ground and Grantham Road park.

 

It was agreed that the clerk to council would follow up on correspondence regarding the allotment land and explore the possibility of submitting a single application for the woodland walk area.

 

    b. Cemetery signage – It was agreed that further designs and costs for signage would be provided for the meeting of the committee in September 2020.

 

    c. Village heritage trails –

 

Cllr Smith left the meeting at 20:40

 

The second heritage trail route and description were reviewed.

 

    d. Friendship bench – A written report was received.

 

 

11. To consider items referred to the Environment committee

 

    a. To consider a committee action plan – A verbal report was given. Item to be discussed again at the committee meeting in September 2020.

 

    12. Items for the agenda of the next committee meeting – Action plan, cemetery signage, Fields in Trust
