Minutes of a meeting of Finance & Policy committee held on 19th August 2019 in the Bracebridge Heath Community Library at 19:30

Present: Cllrs Barr, Callan, Kilcoyne, Manders, Moran, Parr, Walker
In attendance: Mrs S Knowles, Clerk to Council 
No members of public were present

1. To consider apologies for absence and note the reason where appropriate – Nil

2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item- Nil

3. To confirm the minutes of the meeting held 17th June 2019- It was proposed, seconded and Resolved: That the minutes of the meeting of the Finance & Policy committee held on 17th June 2019 be approved as a correct record and signed by the chairman.

4. To consider employee mobile phone contracts – It was proposed, seconded and Resolved: That two new 12-month contracts be accepted from Vodafone at a combined monthly cost of £28.50.

5. To consider the Parish Council Action Plan – It was agreed that Cllr Moran would produce a draft action plan for consideration at the next committee meeting.

6. To consider policies for review
a) Absence policy – It was proposed, seconded and Resolved: That the Absence policy v2.0 be approved and adopted by Council.
b) Grant Awarding Policy – It was proposed, seconded and Resolved: That the Grant Awarding policy v2.0 be approved and adopted by Council.
c) Standing Orders – It was agreed that Council would adapt the NALC model Standing Orders. The revised document would be considered at the next meeting of the committee.

7. To review and consider payment of accounts – It was proposed seconded and Resolved: That the committee approve the payment of accounts

8. To review the 2019-2020 budget – Committee reviewed the budget. No concerns raised.

10. Items of a confidential nature to be debated in the absence of the press and public {As per the Public Bodies (Admission to Meetings Act) 1960} - It was proposed, seconded and Resolved: That the press and public be excluded from the meeting for the consideration of agenda item 16 on the grounds that it involves the likely disclosure of exempt information, as defined in the relevant paragraphs of Part 1 of Schedule 12A of the Act. Unanimous

11. To consider wayleaves and easements for Red Hall Farm Lane – It was proposed, seconded and Resolved: That the clerk be given authorisation to make payments relevant to current proceedings in the small claims court.
