Minutes of Bracebridge Heath Parish Council held at The Heath: Village Hall and Library on 13th August 2025 at 7pm

District Councillor Nash was in attendance.

PUBLIC PARTICIPATION

REPORT FROM NORTH KESTEVEN DISTRICT COUNCILLORS– Apologies received from Cllr Cawrey. Cllr Nash had nothing to report.

COUNCIL SESSION  

Code of conduct reminders

Nolan Principles

Members were reminded of the Nolan Principles which underpin the Council’s Code of Conduct - Selflessness, integrity, objectivity, accountability, openness, honesty & leadership.

Register of interests

The Chairman reminded members that they should submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interest forms. Interests should be declared in accordance with the Code of Conduct.

25111.    TO RECEIVE APOLOGIES AND ACCEPT VALID REASONS FOR ABSENCE - It was RESOLVED: That apologies for absence be accepted from Cllr Barr. It was RESOLVED: That apologies for absence be accepted from Cllr Neilson.

25112.         DECLARATIONS OF INTEREST

a. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT – Cllr Manders declared an interest in planning application 25/0957/HOUS 125 Grantham Road and declined to speak or vote on the matter. Cllr Nash declared an interest in planning application 24/1476/RESM – Land off Sleaford Road and declined to speak or vote on the matter.

 

b. TO RECEIVE AND CONSIDER MEMBERS’ REQUESTS FOR DISPENSATIONS IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT AND STANDING ORDERS – Nil

 

25113.         TO CONFIRM THE MINUTES OF THE PREVIOUS MEETING 1st July 2025 - It was RESOLVED: That the minutes of the meeting held on 1st July 2025 be approved and signed as a true record by the chairman.

25 0866 TPO – Cross O Cliff Court

It was RESOLVED: That Bracebridge Heath Parish Council has no comments and the supports the decision of the NKDC Tree Officers.

 

25 0881 TPO – 58A London Road

It was RESOLVED: That Bracebridge Heath Parish Council has no comments and the supports the decision of the NKDC Tree Officers.

 

25 0884 HOUS – 23 Ridgeview Road

It was RESOLVED: That Bracebridge Heath Parish Council has no comments or objections.

b. TO CONSIDER PLANNING APPLICATION 24/1476/RESM – LAND OFF SLEAFORD ROAD, BRACEBRIDGE HEATH

Bracebridge Heath Parish Council wishes to make the following comments in relation to the revised application for 24/1476/RESM – Land off Sleaford Road, Bracebridge Heath.

Site connectivity

The council understands that the Public Right of Way to the north of the site sits outside of the boundary but feels that it must be reiterated that this PROW must be enhanced as part of the development of the site to support the overall connectivity of the development with the rest of Bracebridge Heath. There will be no public transport for this site for some time until the mobility hub is established so pedestrian and cycle connectivity is paramount.

Council requests that the land leading north towards Sycamore Grove is reassessed and considered again for installation of a footway. It had previously been assessed as being too narrow to achieve a footway in this location. However, the width of the verge here is no narrower than the path on the opposite side of the road. Again, this will increase and enhance connectivity and integration with the rest of the village. With a pathway installed, this would enable the pedestrian crossing to be moved north which would benefit many more residents.

Green space

Whilst the reduction of green space to accommodate the roundabout is relatively small, council wishes to express its concern over the lost open space and would like to see this restored by making other changes to the site to accommodate it. Council is keen to ensure that the amount of green space in the original application is retained and not lost in any further future alterations.

 

Street furniture

Council supports the request for themed benches and street furniture as an acknowledgement of the local area and appreciates that this is being considered. It is noted that the dog bins selected for the site are small in size and council recommends purchasing large dual purpose bins that accommodate both litter and dog waste.

 

Maintenance of the hedge on the western boundary

Whilst the council understands that maintenance of vegetation sits outside of the reserved matters application, it wishes to reiterate the need to firmly establish responsibility for maintaining the hedgerow on the western boundary. We know from experience of other developments, that these type of boundary disputes can cause considerable issues for future residents.

 

Parking at apartment blocks

The required standards for parking have been met but the council would like to see the developer exceed the minimum requirement because members strongly believe that the lack of parking will cause considerable issues for future residents including parking of vehicles on the green spaces and at the side of roads.
