Minutes of a meeting of the Personnel committee held on 5th December 2025, 1.00pm at The Heath: Village Hall & Library
Present: Cllrs Broad, Callan, Emes, Manders and Trought
In attendance: Clerk to Council, Mrs S Knowles No members of public were present.
1. To receive apologies and accept valid reasons for absence– Nil
2. Declarations of interest
a. To receive members’ declarations of interest in accordance with the adopted Code of Conduct – Nil
b. To receive and consider members’ requests for dispensations in accordance with the adopted Code of Conduct and Standing Orders – Nil
3. To confirm the minutes of the previous meeting – 31st October 2025 - It was RESOLVED: That the minutes be accepted and signed by the Chairman.
4. To consider a response to the consultation on the shared service Pension Administration Policy – No comments.
5. To consider the triennial pension valuation and accept the revised employer contribution rates – It was RESOLVED: That the results of the valuation are accepted alongside the revised contribution rates for the next three years.
6. To consider the staffing budget for 2026/2027 and make a recommendation to the Full Council – It was RESOLVED: That a recommendation be made to the Full Council to set the staffing budget for 2026/2027 at £104,329.
7. Items for the agenda of the next committee meeting – probationary periods, vacancies and policy review
Items of a confidential nature to be debated in the absence of the press and public, under the Public Bodies (Admission to Meetings) Act 1960 (due to the confidential nature of business)
It was RESOLVED: That the press and public be excluded from the meeting for the consideration of the following items on the grounds that it involves the likely disclosure of exempt information.
8. To consider other staffing matters
a. Appraisals and performance
It was RESOLVED: That a consultation is held with the Deputy Clerk to revise the job description, contract and terms and conditions of pay, the results of which to be agreed by the Personnel committee at a future meeting.
It was RESOLVED: That the Deputy Clerk’s salary be revised, providing an increase of 3 scale points on the existing salary as outlined in the confidential report dated 27th November 2025.
It was RESOLVED: That the Clerk’s salary be revised, providing an increase of 1 SCP within the contracted scale.
b. Staff resignation
It was RESOLVED: That the committee accept the resignation of the Caretaker and Facilities Assistant and make a final salary payment as reported in the confidential report dates 27th November 2025.
c. Recruitment – The committee considered the options put forward for filling vacant posts and requested that the clerk put together job descriptions and adverts for consideration at the next committee meeting.
There being no further business the chairman closed the meeting at 13:57
