20034. TO RECEIVE APOLOGIES AND ACCEPT VALID REASONS FOR ABSENCE - It was RESOLVED: That apologies for absence from Cllr Walker be accepted.
It was RESOLVED: That apologies for absence from Cllr Broad be accepted.

20035. MEMBERS’ CODE OF CONDUCT – REMINDER OF THE NEED FOR MEMBERS TO SUBMIT TO THE MONITORING OFFICER AT NORTH KESTEVEN DISTRICT COUNCIL ANY CHANGES TO THE CONTENT OF THEIR REGISTER OF MEMBER INTERESTS FORMS – The chairman gave a reminder of the need for members to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interests forms and the importance of the Code of Conduct.

20037. TO CONFIRM THE MINUTES OF THE MEETING HELD ON 4th FEBRUARY 2020 - It was RESOLVED: That the minutes of the meeting held on 4th February 2020 be approved and signed as a true record by the chairman.

c. REVIEW AND CONSIDER APPROVAL OF BANK RECONCILIATIONS – It was RESOLVED: That reconciliation of bank statements numbered 292 and 293 be approved and signed by Cllrs Barr and Hauton respectively.
d. TO REVIEW BUDGET, INCOME AND EXPENDITURE – The budget was reviewed. No concerns raised.

District Councillors Burley and Moran arrived at the meeting at 20:01.

Council considered correspondence regarding the condition of the wall surrounding the burial ground. Given the urgent nature, it was agreed that the Environment committee would consider quotations for repair of the burial ground wall at the next meeting of the committee on 16th March 2020.
It was RESOLVED: That authority be given to the Environment committee to waive financial regulation 12.1h and consider a single quotation if necessary.
It was RESOLVED: That authority be given to the Environment committee to waive financial regulation 5.1 to consider and accept quotations in excess of £5000 if necessary.

Members discussed correspondence from a resident on Red Hall Farm Lane. It was agreed that the matter be reported to the police and the clerk would monitor the situation.
Correspondence regarding the termination of the Lincolnshire Best Kept Village competition was noted.
It was agreed that the idea of a friendship bench be included on the agenda for the Environment committee.

a. TO CONSIDER TRAINING AND DEVELOPMENT NEEDS AND OPPORTUNITIES - Council agreed to carry out a skills audit. All documents to be returned to Cllr Manders by 31st March 2020 to be considered by the Finance & Policy committee.
It was RESOLVED: That Council subscribe to LALC’s Annual Training Scheme.

b. TO RECEIVE REPORTS ON TRAINING AND DEVELOPMENT ATTENDED OR COMPLETED – Cllr Callan gave a verbal report on training for planning applications. Cllr Moran gave a verbal report on training attended including Prevent /safeguarding training, Chairman and Clerk and employment law.

20042. TO RECEIVE REPORTS FROM COUNCIL REPRESENTATIVES TO OUTSIDE ORGANISATIONS: -

  1. Bracebridge Heath Allotment Holders Association – Cllr Manders – No meeting.
  2. Bracebridge Heath Cricket Club – Cllr Trought – No meeting.

  6. Bracebridge Heath Village Hall Management Committee – Cllr Adeyemi – A verbal report was given.   Clllr Moran declared a non-pecuniary interest in matters relating to the Village Hall Management Committee at 20:29.

20043. TO CONSIDER VE DAY 2020 – It was RESOLVED: That St John Ambulance be contracted to provide event first aid cover on 8th May 2020.
It was agreed that risk registers and assessments for the event be considered by the Environment committee on 16th March.

20044. TO CONSIDER COUNCIL’S RISK REGISTER– It was RESOLVED: That Council approve and adopt the Risk Register v1.0.

20045. TO CONSIDER COUNCIL’S COMMITTEE STRUCTURE – A discussion was held. The item would be considered again at the next meeting of Council.

20046. TO CONSIDER ITEMS FOR INCLUSION ON THE AGENDA FOR THE NEXT MEETING – Committee structure.
