Minutes of Bracebridge Heath Parish Council held at The Heath: Village Hall and Library on 3rd March 2026, 7pm

- Clerk to Council, Mrs S Knowles and Mrs R Fraser were in attendance
- District Councillor Nash was in attendance

PUBLIC PARTICIPATION
REPORT FROM LINCOLNSHIRE COUNTY COUNCILLOR
Cllr Cawrey reported on the North Kesteven District Council precept contribution.
REPORT FROM NORTH KESTEVEN DISTRICT COUNCILLORS

QUESTIONS OR POINTS RAISED BY RESIDENTS AND MEMBERS OF THE PUBLIC
A member of the public provided an update on the newly established community group ‘Men’s Shed’. The group is currently seeking a permanent meeting location within the village. Cllr Cawrey will liaise with North Kesteven District Council to look at possible locations within the village.
COUNCIL SESSION
CODE OF CONDUCT REMINDERS
- Nolan Principles - Members were reminded of the Nolan Principles which underpin the Council’s Code of Conduct - Selflessness, integrity, objectivity, accountability, openness, honesty & leadership.
- Register of interests - The Chairman reminded members that they should submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interest forms. Interests should be declared in accordance with the Code of Conduct.

It was RESOLVED: That the minutes of the meeting held on 3rd February 2026 be approved and signed as a true record by the chairman.

a.TO RECEIVE THE CLERK’S REPORT ON PAYMENTS BETWEEN MEETINGS
The following report on payments made between meetings was accepted - Direct debit payments for February 2026 and payments made between meetings including the return of four deposits to facility hirers. c.TO REVIEW AND CONSIDER APPROVAL OF BANK RECONCILIATIONS
It was RESOLVED: That bank statements 470-472 and savings account to 31st January 2026 be accepted and signed by Cllr Marden. Bank balances were reported as: Current Account - £222,552.36 Savings - £148,372.85.
d.TO REVIEW BUDGET, INCOME AND EXPENDITURE
A written report was given. No concerns raised.

It was RESOLVED: That the revised Action Plan, February 2026, is adopted.
26038. TO CONSIDER THE COUNCIL’S MEETING CALENDAR FOR THE CIVIC YEAR 2026/2027
It was RESOLVED: That the Parish council hold meetings on the first Tuesday of the month at The Heath: Village Hall & Library commencing at 6:30pm.
26039. TO CONSIDER THE COMMUNITY GOVERNANCE REVIEW AND MAKE RECOMMENDATIONS TO NORTH KESTEVEN DISTRICT COUNCIL
a.RESPONSE TO CONSULTATION
It was RESOLVED: That the Parish council would submit the following respose to North Kesteven District Council –
Bracebridge Heath Parish Council welcomes the opportunity to comment on the Community Governance Review and appreciates the work undertaken to ensure that local governance arrangements remain effective and representative.
The Council is committed to ensuring that any changes reflect the identity and interests of our community and support efficient, accountable local government. Given the significant growth of the South-East Quadrant, some of which has already commenced, the Council supports the terms of reference outlining the areas that will move to the parish of Bracebridge Heath from Canwick. The areas and homes included in the review are closely connected to Bracebridge Heath in terms of day‑to‑day life, local identity, and the services residents use.
It is regrettable that the review is unable to consider other anomalies that exist with the parish boundary, but the reasons for this are documented and understood within the context of future residential development and potential local government reorganisation.
This Community Governance Review addresses the Council’s current concerns regarding local identity and the fragmentation of new developments, and the Council therefore welcomes and supports the proposal.
b.COUNCIL SIZE
It was RESOLVED: That Bracebridge Heath Parish Council submits its preference to NKDC in regard to council size - that the council continues with 13 seats.
c.WARDING
It was RESOLVED: That Bracebridge Heath Parish Council submits its preference to NKDC in regard to warding - that the council remains unwarded.

No applications for co-option were received
