Code of conduct reminders

Nolan Principles

Members are reminded of the Nolan Principles which underpin the Council’s Code of Conduct - Selflessness, integrity, objectivity, accountability, openness, honesty and leadership.

Register of interests

Members are reminded to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interest forms. Interests should be declared in accordance with the Code of Conduct.

1. To receive apologies and accept valid reasons for absence 

2. Declarations of interest

a. To receive members’ declarations of interest in accordance with the adopted Code of Conduct

b. To receive and consider members’ requests for dispensations in accordance with the adopted Code of Conduct and Standing Orders.

3. To confirm the minutes of the previous meeting – 4th July 2023

4. To receive and note updates on the village hall project:

a. Receipt of correspondence from HMRC confirming registration for VAT and the notice to make an option to tax

b. Submission of grant applications using delegated authority

c. Receipt of the construction phase plan and insurance certificates from Clarke Group Construction Ltd

d. Pre-start meeting notes - 13th July 2023

e. Receipt of pre-construction information produced by the Council’s appointed CDM Consultant

f. Receipt of the electrical, lighting, fire alarm and containment layouts

g. Details of a quote from FG Library & Learning Library for furniture to be used for budgeting purposes

h. Other verbal or written updates

5. To consider terms of borrowing and a loan agreement

6. To consider adoption of an addendum to the Ordinary Scheme of Delegation (village hall refurbishment)

7. To consider the JCT Minor Works Contract and authorise officers to sign on behalf of the council

8. To consider items for inclusion on the agenda for the next meeting
