Minutes - Finance and Policy - 6 December 2021

Draft notes of a meeting of Finance & Policy committee held at the Bracebridge Heath Community Library on 6th December 2021 at 19:00
Present: Cllrs Adeyemi (arrived at 19:07), Barr, Callan, Kilcoyne and Manders.
In attendance: Mrs S Knowles, Clerk to Council.
No members of the public were in attendance.
 
1. To receive apologies and accept valid reasons for absence– Nil
 
2. To receive members’ declarations of interest in accordance with the adopted Code of Conduct – Cllr Manders declared ‘other-registerable’ interests in matters relating to St John’s Primary Academy and St John the Evangelist Church. Cllr Barr declared an ‘other-registerable interest’ in
matters relating to St John the Evangelist Church.
 
3. To confirm the minutes of the meeting held on 18th October 2021- It was Resolved: That the minutes of the meeting of the Finance & Policy committee held on 18th October 2021 be approved as a correct record and signed by the chairman.
 
4. To consider budget, income and expenditure – Members noted the high expenditure within the budget header for Parish Council Grants. It was agreed that a future agenda item should look at use of the earmarked reserve for the Healthy Hubs Grant to offset the overspend in the budget.
 
5. To consider payment of accounts – It was Resolved: That the committee approve the payment of accounts.

6. To consider Parish Council grants– Cllr Adeyemi arrived at the meeting at 19:07
 
Cllr Adeyemi declared a non-registerable interest in relation to the Bracebridge Heath Friendship Club
 
It was Resolved: That the Bracebridge Heath Friendship Club be awarded £250.
 
It was agreed that a decision on the grant application from the Bracebridge Heath Social Club be deferred pending further information from the applicant.
 
Cllr Adeyemi declared an ‘other registerable interest’ in matters relating to St John the Evangelist Church.
 
It was Resolved: That St John’s Primary Academy be awarded £500.
It was Resolved: That the 1st Bracebridge Heath Rainbows be awarded £50.
It was Resolved: That the 4th Waddington Rainbows be awarded £50.
 
The committee did not have the required quorum to consider the grant application from St John the Evangelist Church. This item was referred to Full Council for decision.
 
7. To consider appointment of an internal auditor– It was Resolved: That Mr Lingard be appointed the internal auditor for financial year 2021- 2022.
 
8. To receive and accept the Community Infrastructure Levy (CIL) report – It was Resolved: That the CIL report be accepted.
 
9. To consider mobile phone contracts- It was Resolved: That two mobile contracts be moved to Three Mobile at a cost of £5 each per month.
 
Items of a confidential nature to be debated in the absence of the press and public. Under the Public Bodies (Admission to Meetings) Act 1960 (due to the confidential nature of business)
It was RESOLVED: That the press and public be excluded from the meeting for the consideration of the following items on the grounds that it involves the likely disclosure of exempt information.
 
10. To consider terms and conditions of employment for staff as recommended by the Executive sub-committee – It was Resolved: That the recommendation from the Executive sub-committee to set a budget of £600 for staff training in the next financial year be accepted.
It was Resolved: That the recommendation from the Executive sub-committee that salary increments be provided to staff as recommended be accepted.
It was Resolved: That the recommendation from the Executive sub-committee to increase SCP 1 to 4 to £9.90 per hour from April 2022 pending the NJC pay award. Staff to return to NJC rates of pay once the scales are equal to or exceed the Real Living Wage.
 
11. To consider legal matters relating to Red Hall Farm Lane – It was Resolved: That the fee quote from Langleys solicitors be accepted and advice be sought from a Barrister as recommended.
 
12. To consider legal matters relating to the Bracebridge Heath Village Hall – No decisions were made.

13. To consider the Council’s action plan – It was agreed that the clerk would update the action plan for all committees for discussion at a meeting of Full Council. Finance and Policy action plan to be considered at the committee again in February 2022.
 
14. To consider the committee budget 2022-2023 –
Cllr Kilcoyne declared a pecuniary interest in matters relating to LALC for which a dispensation has been given.
It was Resolved: That a recommendation be made to Full Council to set a committee budget at £103,063.67.
 
15. To consider Council precept 2022-2023 – It was Resolved: That a recommendation be made to Full Council to set a budget which ensures no increase in the precept levy to residents. The total precept (net budget requirement) to be set in the region of £147,495.
 
16. Items for the agenda of the next committee meeting – Communication strategy, earmarked reserves.
