Minutes - Environment committee - 13 December 2021
Draft notes of a meeting of the Environment committee held at the Bracebridge Heath Library on 13th December 2021 at 19:00
Present: Cllrs Broad, Blackmore, Manders, Trought.
In attendance: Mr Pete Tuckerman – Deputy Clerk to Council.
1. To consider apologies and accept valid reasons for absence – It was Resolved: That apologies for absence be accepted from Cllr Walker.
2. Declarations of Interest:
a. To receive members’ declarations of interest in accordance with the adopted code of conduct – Cllr Manders declared a pecuniary interest in relation to Planning Application 21 1744 HOUS 16 Lancia Crescent.
b. To receive and consider members’ requests for dispensations in accordance with the adopted code of conduct and standing orders. - Nil
3. To confirm the minutes of the Environment committee held on 15th November 2021 - It was Resolved: That the minutes of the meeting held on 15th November 2021 be approved and signed as a true copy by the chairman.
4. To consider planning applications –
21 1675 VARCON – 62 Ridge View Road
No objections from Bracebridge Heath Parish Council, however the previous comments remain extant. (19/1581/HOUS)
21 1723 HOUS – 74 Grantham Road
No objections from Bracebridge Heath Parish Council regarding the new building. However, if NKDC approve this application they
need to be mindful of the previous comment that the building is not to be used as a separate dwelling. The Parish Council do Object to the erection of a new garage as it is out of keeping with regards to Landscape and Design and is planned to be outside of the building line.
21 1734 HOUS – 23 Home Close
Bracebridge Heath Parish Council Object to the application for the following reasons:
The application lacked detail.
The Parish Council feel the build would be an over development of the plot.
The Parish Council question if there is a requirement for a Heritage Statement as the planned build backs onto Ermine Estate.
21 1744 – 16 Lancia Crescent
Bracebridge Heath Parish Council were not quorate for this application, therefore no decision was made.
21 1750 TPO – 189 Grantham Road
Bracebridge Heath Parish Council have no objection to the removal of the tree however, the following is requested to be noted:
Should the NKDC Tree Officer deem it necessary to remove the tree, a substantial replacement be provided.
The replacement tree is requested to be 5 – 10 years old.
Should the new tree die within 7 years, it is to be replaced by NKDC.
21 1752 HOUS 7 Goddard Way
No objections from Bracebridge Heath Parish Council however the following concern needs to be noted.
The in-fill is stone, as stated in the Heritage Statement
With reference to car parking, it is requested that the car park is utilised and not the public road.
St Johns Street numbering.
No objections from Bracebridge Heath Parish Council.
St Johns Primary Academy – Pandas Kids Club.
No objections from Bracebridge Heath Parish Council however the following restrictions needs to be noted.
The temporary measure must be removed once the 5 year period has completed.
Plans need to be sought to have a permanent fixture to replace the hut.
5. To receive a report on planning decisions – report noted.
6. Items for the agenda of the next committee meeting. – Planning Applications, Bracebridge Heath bus shelters, Cycle racks, Electric car charging points, Christmas Lights, Red Hall Farm Lane signage.
There being no further business the chairman closed the meeting at 19:41
