Minutes of a meeting of the Personnel committee held on 27th February 2026 1.00pm at The Heath: Village Hall & Library

Present: Cllrs Broad, Callan, Manders and Trought
In attendance: Clerk to Council, Mrs S Knowles No members of public were present.

1. To receive apologies and accept valid reasons for absence

It was RESOLVED: That apologies for absence be accepted from Cllr Emes

2. Declarations of interest
a. To receive members’ declarations of interest in accordance with the adopted Code of Conduct

Nil.

b. To receive and consider members’ requests for dispensations in accordance with the adopted Code of Conduct and Standing Orders

Nil

3. To confirm the minutes of the previous meeting – 16th January 2026

It was RESOLVED: That the minutes be accepted and  signed by the Chairman.

4. Items for the agenda of the next committee meeting

Nil

Items of a confidential nature to be debated in the absence of the press and public, under the Public Bodies (Admission to Meetings) Act 1960 (due to the confidential nature of business)

It was RESOLVED: That the press and public be excluded from the meeting for the consideration of the following items on the grounds that it involves the likely disclosure of exempt information.

5. To consider other staffing matters
a. Appointment to the vacant post for Caretaker and Facilities Assistant

It was RESOLVED: That a candidate is appointed to the post of Caretaker and Facilities Assistant, subject to satisfactory references as detailed in the confidential report dated 25th February 2026; the standard and previously approved employment contract to be offered.

b. Appointment to the vacant post for Administration Assistant

It was RESOLVED: That a candidate is appointed to the post of Administration Assistant subject to satisfactory references and confirmation of working hours as detailed in the confidential report dated 25th February 2026; the standard and previously approved employment contract to be offered. A second candidate was approved for appointment should the first decline the offer of appointment as detailed in the confidential report dated 25th February 2026.

c. Staff training and equipment

It was RESOLVED: That the clerk is authorised to incur expenditure for Health and Safety training and other individual training needs as detailed in the confidential report dated 25th February 2026.
It was RESOLVED: That the clerk is authorised to incur expenditure for equipment needed for new appointments as detailed in the confidential report dated 25th February 2026.

There being no further business the chairman closed the meeting at 13:28
