Minutes of the meeting of Bracebridge Heath Parish Council held on 7th January 2020 in Bracebridge Heath Village Hall at 19:00

PUBLIC PARTICIPATION SESSION

Report from Lincolnshire County Councillor Cawrey – Cllr Cawrey reported on the delay to the opening of the Eastern Bypass; a division/ward walk with the portfolio holder for highways and the local highways manager for the area. A provisional date of Monday 9th March was given. All highways issues and questions should be sent to the clerk and Cllr Cawrey.

Reports from North Kesteven District Councillors Burley, Cawrey & Moran – Cllr Cawrey reported on the condition of Westminster Drive and Bath Road while construction work was ongoing at the Linden development. This was raised with the planning team in an effort to enforce the planning conditions that the local roads remain clear during the construction period.

Cllr Moran reported on the consultation of ward boundaries for North Kesteven being carried out by the Local Government Boundary Commission for England (LGBCE).
Apologies were received from Cllr Burley.

Cllr Kilcoyne noted that the LGBCE was minded to recommend 43 members for the area representing no change from current numbers.

MEMBERS’ CODE OF CONDUCT – REMINDER OF THE NEED FOR MEMBERS TO SUBMIT TO THE MONITORING OFFICER AT NORTH KESTEVEN DISTRICT COUNCIL ANY CHANGES TO THE CONTENT OF THEIR REGISTER OF MEMBER INTERESTS FORMS – The chairman gave a reminder of the need for members to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interests forms and the importance of the Code of Conduct.

  • Correspondence from a resident on Red Hall Farm Lane was noted. Members advised that the resident continue to contact the police on 101 or using the online reporting form.
  • Members discussed the LALC annual training scheme 
  • Cllr Moran invited questions about the masterplan for the South East Quadrant ahead of a meeting of the Communities and Economy Overview and Scrutiny Panel.
  • Thanks were received from PC Hanson for his retirement gift and card.

20010. TO CONSIDER QUOTATIONS FOR REPLACEMENT TRIM TRAIL AT THE GRANTHAM ROAD PARK – It was RESOLVED: That the quote from EKM Ltd be accepted to supply and install trim trail items as per quote A1 at the Grantham Road Park.

20011. TO CONSIDER QUOTATIONS FOR A GROUNDS’ MAINTENANCE CONTRACT 2020-2023 – It was RESOLVED: That Council would waive Financial Regulation 12.1h and consider the grounds maintenance contract based on two quotes.
It was RESOLVED: That the grounds maintenance contract 2020-2023 be awarded to Glendale Lincolnshire.

20012. TO CONSIDER QUOTATIONS FOR URBAN HIGHWAY GRASS CUTTING CONTRACT FOR 2020 – It was RESOLVED: That the Parish Agreement for urban highway grass cutting be amended to include areas previously cut by North Kesteven District Council. The decision to award the contract for 2020 was deferred until the Full Council meeting in February 2020.

COUNCIL SESSION – OPEN TO PRESS AND PUBLIC

20013. TO CONSIDER COUNCIL’S BUDGET AND PRECEPT REQUIREMENTS FOR 2020-2021 - It was RESOLVED: That the election budget be reduced to £3500.
It was RESOLVED: That the 2020-2021 budget be set at £157,189.41, and the precept request to NKDC would total £140,095.21.

20014. TO CONSIDER PROPOSALS TO ACQUIRE BRACEBRIDGE HEATH POLICE STATION – It was agreed to waive Standing Order 3v – that meetings must not be longer than 2 hours in duration. It was agreed that the meeting would finish at 9.15pm. 
It was agreed that the proposal would be considered at the Full Council meeting in February 2020.

20015. TO CONSIDER PLANS FOR VE DAY 2020 - It was RESOLVED: That Council approve expenditure relating to a climbing wall, singers, toilet hire and purchase of an iPad for a raffle prize.

20016. TO CONSIDER ITEMS FOR INCLUSION ON THE AGENDA FOR THE NEXT MEETING – VE Day, police station, urban highway grass cutting, consultation of NKDC ward boundaries.
