Minutes of Bracebridge Heath Parish Council held at The Pavilion on 2nd July 2024 at 7pm  

 

Present: Councillors C Broad, C Callan, B Emes, S Manders, G Scott, R Stone, J Moran, S Neilson and K Trought

In attendance: Clerk to Council, Mrs S Knowles; Deputy Clerk to Council, Mrs R Fraser

 

The chairman welcomed everyone to the meeting.

 

 

COUNCIL SESSION  

Code of conduct reminders

Nolan Principles

Members were reminded of the Nolan Principles which underpin the Council’s Code of Conduct - Selflessness, integrity, objectivity, accountability, openness, honesty & leadership.

Register of interests

The Chairman reminded members that they should submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interest forms. Interests should be declared in accordance with the Code of Conduct.

24103.        TO RECEIVE APOLOGIES AND ACCEPT VALID REASONS FOR ABSENCE – It was RESOLVED: That apologies for absence be accepted from Cllr

Barr. It was RESOLVED: That apologies for absence be accepted from Cllr Marden. 

 

24104.         DECLARATIONS OF INTEREST

a. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT Cllr Manders declared an interest in matters relating to St John’s Primary Academy and St John’s the Evangelist Church.

 

b. TO RECEIVE AND CONSIDER MEMBERS’ REQUESTS FOR DISPENSATIONS IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT AND STANDING ORDERS – Nil#

 

24105.         TO CONFIRM THE MINUTES OF THE PREVIOUS MEETING – 4th JUNE 2024 - It was RESOLVED: That the minutes of the meeting held on 4th June 2024 be approved and signed as a true record by the chairman.

 

24106.        FINANCE AND GOVERNANCE

a. TO RECEIVE THE CLERK’S REPORT ON PAYMENTS BETWEEN MEETINGS – Payments made between meetings including direct debits and payments made by delegated authority on 21/06/24 - Presented at report 24106a. b. TO REVIEW AND CONSIDER PAYMENT OF ACCOUNTS - It was RESOLVED: That payment of accounts as presented at report 24106b be accepted and signed. All reports can be downloaded from https://bracebridge-heath.parish.lincolnshire.gov.uk/downloads/download/55/full-council---meeting-reports-020724

Five deposit returns and two refunds to hirers who had overpaid were also approved to be paid.

 

c. TO REVIEW AND CONSIDER APPROVAL OF BANK RECONCILIATIONS – It was RESOLVED: That bank reconciliations 397-399 and savings account to 30 April 2024 be accepted and signed by Cllr Moran. Bank balances were: Current account: £234805.58; Savings account: £145130.61

It was RESOLVED: That bank reconciliation 400-402 and savings account to 31 May 2024 be accepted and signed by Cllr Stone. Bank balances were: Current account: £222645.33; Savings account: £145130.61

 

d. TO REVIEW BUDGET, INCOME AND EXPENDITURE - Report noted. No concerns raised.

 

e. TO APPROVE DIRECT DEBIT PAYMENTS TO F1 GROUP FOR THE IT SUPPORT CONTRACT - It was RESOLVED: That a direct debit payment of £95 per month (+VAT) be set up to pay F1 Group for an IT support contract.

 

f. TO CONFIRM REQUIREMENTS FOR INSURANCE FOR 2024-2025 AND ACCEPT A QUOTE FROM CLEAR COUNCILS UNDER THE LONGTERM AGREEMENT - It was RESOLVED: That the council accepts the renewal quote from Clear Councils of £3158.66 under the final year of the long-term agreement.

 

 

24107.         TO RECEIVE THE CLERK’S REPORT ON CORRESPONDENCE RECEIVED AND CONSIDER ANY RECOMMENDATIONS –

Items noted:

Traffic Restriction Order request, Right of Way consultation, Grass cutting complaints and hedge and footpath complaint.

Confirmation that the meeting with Stonebridge Homes will take place on Wednesday 7th August at 7pm and the public consultation event will be held at the Heath on 20th August.

It was RESOLVED: That the Parish Council would support in principle the Traffic Restriction Order request on Stewards Way. The clerk would make contact with County Councillor Lindsey Cawrey and Highways to determine next steps.

 

24108.         TO RECEIVE AND ACCEPT A REPORT ON DECISIONS MADE USING DELEGATED AUTHORITY – The following report was accepted:

24109.         PLANNING

a. TO CONSIDER PLANNING APPLICATIONS RECEIVED SINCE THE LAST MEETING OF THE COUNCIL –

24/0715/HOUS 3 Lancia Crescent - It was RESOLVED: That Bracebridge Heath Parish Council has no comments or objections.

 

b. TO RECEIVE A REPORT ON PLANNING DECISIONS – a written report was received.

 

24110.         TO CONSIDER PARISH COUNCIL GRANTS -

It was RESOLVED: That £250 be awarded to 1st Bracebridge Heath Brownies.

It was RESOLVED: That £450 be awarded to Bracebridge Heath Preschool & Nursery.

It was RESOLVED: That £50 and free hire of The Heath: Village Hall & Library for a charity event be awarded to Bracebridge Heath WI.

It was RESOLVED: That £300 be awarded to Friends of School – St John’s Primary Academy, Bracebridge Heath.

It was RESOLVED:  That £300 be awarded to Bracebridge Heath Friendship Club.

It was RESOLVED: That £250 be awarded to 1st Bracebridge Heath Rainbows.

It was RESOLVED: That £400 be awarded to St John’s the Evangelist Church, using powers provided under s137 Local Government Act 1972.

 

24111.         TO CONSIDER ARRANGEMENTS AND PURCHASE OF CHRISTMAS LIGHTING AND TREES -

It was RESOLVED: That a Nordman Fir be purchased and planted on Lancia Crescent Green at Bentley Drive/Grantham Road from Barcham Trees at a cost of £165+ VAT (plus delivery costs of £135+VAT which will be combined with item 24112 – Beech tree). Permission from North Kesteven District Council has already been obtained by officers.

It was RESOLVED: That a Twinkly Light Tree 3D be purchased up to the value of £500 for outside The Heath: Village Hall & Library.

It was RESOLVED: That ice white icicle lighting would be purchased for the building up to the value of £300 for The Heath: Village Hall & Library.

It was RESOLVED: That a flagpole would be purchased up to the value of £100 to support the Twinkly Light Tree.

It was RESOLVED: That delegated authority could be used to install any required electricity supply up to the limits provided within the scheme of delegated authority.

24112.         TO CONSIDER PURCHASE OF A REPLACEMENT BEECH TREE IN ACCORDANCE WITH 23/0717/TPO – It was RESOLVED: That the council purchase a Fagus Sylvatica (Beech Tree) at a cost of £161 + VAT from Barcham Trees in accordance with 23/0717/TPO and that the item is funded through the reserves held for the Woodland Walk.

24113.         TO CONSIDER PLACEMENT OF A DEFIBRILLATOR AT THE HEATH AND PURCHASE OF A CABINET IF REQUIRED – It was agreed that the defibrillator would be situated inside The Heath: Village Hall and Library. Officers were to enquire with the Bracebridge Heath Co-operative Store or a local business/organisation for a permanent site in the centre of the village.  

Cllr Manders declared an interest in St John’s the Evangelist Church but noted that the church would be happy to site the equipment.

24114.         TO CONSIDER CO-OPTION TO COUNCIL VACANCIES - Nil.

24115.         TO CONSIDER ITEMS FOR INCLUSION ON THE AGENDA FOR THE NEXT MEETING – Signage for The Heath.

Items of a confidential nature to be debated in the absence of the press and public. Under the Public Bodies (Admission to Meetings) Act 1960 (due to the confidential nature of business)

 

It was RESOLVED: That the press and public be excluded from the meeting for the consideration of the following items on the grounds that it involves the likely disclosure of exempt information.

24116.        TO CONSIDER QUOTATIONS FOR WATER LEAK DETECTION AND REPAIR AT THE ALLOTMENTS - It was RESOLVED: That the quote of £850 from SR Water Civils for investigation work be accepted and if required the quote of £950 be accepted for any necessary repairs.
