Minutes of a meeting of Bracebridge Heath Parish Council held at the Pavilion on 7th June 2022 at 7pm

Code of conduct reminders
Nolan Principles
Members were reminded of the Nolan Principles which underpin the Council’s Code of Conduct - Selflessness, integrity, objectivity, accountability,
openness, honesty & leadership.
 
Register of interests
The Chairman reminded members that they should submit to the Monitoring Officer at North Kesteven District Council any changes to the content
of their Register of Member Interest forms. Interests should be declared in accordance with the Code of Conduct.

22083. TO RECEIVE THE CLERK’S REPORT ON CORRESPONDENCE RECEIVED AND CONSIDER ANY RECOMMENDATIONS – Items noted: correspondence from Lincolnshire Co-op and Neighbourhood Policing.
 
22084. TO RECEIVE AND ACCEPT A REPORT ON DECISIONS MADE USING DELEEGATED AUTHORITY – a verbal report was given.
 
22085. TO CONFIRM THE MINUTES OF THE FOLLOWING COMMITTIES WHICH HAVE RECENTLY BEEN DISOLVED:
i. Amenities committee – 30th November 2021 - It was RESOLVED: That the minutes of the meeting held on 30th November 2021 be approved and signed as a true record by the chairman.
ii. Environment committee – 19th April 2022- It was RESOLVED: That the minutes of the meeting held on 19th April 2022 be approved and signed as a true record by the chairman.
iii. Executive sub-committee – 5th May 2022 - It was RESOLVED: That the minutes of the meeting held on 5th May 2022 be approved and signed as a true record by the chairman.
iv. Neighbourhood Plan sub-committee – 22 September 2021 - It was RESOLVED: That the minutes of the meeting held on 22nd September 2021 be approved and signed as a true record by the chairman.
 
22086. TO REVIEW MEMBERSHIP OF COUNCIL COMMITTIES. It was RESOLVED: That Cllr Walker be appointed to the Finance and Policy Committee.
 
22087. PLANNING
a. TO CONSIDER PLANNING APPLICATIONS RECEIVED SINCE THE LAST MEETING OF THE COUNCIL
 
22 0630 FUL -The Priory Academy - It was RESOLVED: That Bracebridge Heath Parish Council has no objections to the application. The Council would like to make one observation regarding the Planned Admissions Number. Any increase in student numbers may lead to further congestion and obstruction of Cross O’Cliff Hill.
 
b. TO RECEIVE A REPORT ON PLANNING DECISIONS – a written report was received.
 
22088. TO RECEIVE THE CLERK’S REPORT ON MATTERS ARISING – a verbal report was given.
 
22089. TO CONSIDER PROVISIONS OF BINS – it was agreed Cllr Callan would contact Canwick Parish Council regarding bin provision and officers would write to NKDC for a statement regarding the current situation with the bin collection.
 
22090. TO CONSIDER REPAIR OR REPLACEMENT OF THE TODDLER MULTI PLAY EQUIPMENT AT GRANTHAM ROAD PARK: It was RESOLVED:
That Officers would investigate the cost of purchasing and installing a replacement piece of play equipment.
 
22091. EVENTS
a. TO CONSIDER PROVISION OF A VILLAGE CHRISTMAS TREE:
It was RESOLVED: That Council purchase a 20ft Christmas tree from Doddington Hall Enterprises.
It was RESOLVED: That a boom lift is hired from VIC Hire to erect the Christmas tree.
 
b. TO CONSIDER ARRANGEMENTS FOR REMEMBRANCE SUNDAY INCLUDING PURCHASE OF A WREATH FROM THE ROYAL BRITISH LEGION: Cllr Manders declared an other-registerable interest in St John the Evangelist Church.
 
It was RESOLVED: An application for a Temporary Traffic Regulation Order be submitted to Lincolnshire County Council in respect of the road closures required for Remembrance Sunday 2022.
 
It was RESOLVED: To donate up to £35 to the Royal British Legion and purchase a wreath for Remembrance Sunday using powers provided under s137, Local Government Act 1972.
 
22092. TO CONSIDER THE BRACEBRIDGE HEATH VILLAGE HALL AND THE NEXT STEPS – An update was given on the village hall. It was agreed officers would contact Simons to ascertain if it is possible to update the original plans and to obtain estimated costs.
 
22093. TO CONSIDER ITEMS FOR INCLUSION ON THE AGENDA FOR THE NEXT MEETING – Village Hall, Toddler play equipment.
