Minutes of a meeting of the Environment committee held on 20th May 2019 in the Bracebridge Heath Community Library at 20:00

Present: Cllr Adeyemi, Cllr Callan, Cllr Kilcoyne, Cllr Manders, Cllr Moran, Cllr Smith, Cllr Trought, Cllr Walker

No members of public present

1. To elect a chairman of committee for civic year 2019-2020 It was proposed, seconded and Resolved: That Cllr Manders be elected as chairman of the Environment committee.

2. To elect a vice-chairman of committee for civic year 2019-2020 It was proposed, seconded and Resolved: That Cllr Trought be elected as vice-chairman of the Environment committee.

3. To consider apologies for absence and note the reason where appropriate – Nil

4. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item. - Cllr Callan declared a non- pecuniary interest in planning application 19/0488/HOUS 30 Norfolk Crescent.

5. To confirm the minutes of the Planning, Lighting & Roads committee meeting held on 15th April 2019 - It was proposed, seconded and Resolved: That the minutes of the meeting held on 15th April 2019 be approved and signed as a true record by the chairman.

6. To confirm the minutes of the Woodland & Cemetery Development sub-committee meeting held on 18th March 2019 - It was proposed, seconded and Resolved: That the minutes of the meeting held on 18th March 2019 be approved and signed as a true record by the chairman.

7. To confirm the minutes of the Playing Fields, Allotments & Open Spaces committee held on 15th April 2019 - It was proposed, seconded and Resolved: the minutes of the meeting held on 15th April 2019 be approved and signed as a true record by the Chairman.

8. To consider planning applications -

  • 19/ 0486 /HOUS - 31 Churchill Avenue - It was proposed, seconded and Resolved: That Council does not object to the development but has concerns regarding the proximity of the extension to the neighbouring garage. The build is too close to the boundary and will impinge on the neighbouring property. Council requests that consideration is given to the gap between the new extension and the neighbouring garage.
  • 19/0488/HOUS - 30 Norfolk Crescent - It was proposed, seconded and Resolved: That should the planning authority be minded to permit this development, Council request that a condition is applied to ensure access to the Crescent, neighbouring properties and the turning circle remain clear at all times throughout the build.
  • 19/0544/HOUS - 29 Red Hall Lane It was proposed, seconded and Resolved: That Council shares the concerns of the tree officer. Council objects to the proposed garage build until they have received a copy of the tree survey and have time to examine it and any further comment from the tree officer regarding the report. Should the planning authority be minded to permit this development Council request that a condition is applied to ensure the trees remain in situ throughout the build and in the future. 
  • 19/0168/HOUS – 2 Worcester Close – It was noted that an extension to the consultation period had been refused by North Kesteven District Council. Cllr Moran agreed to discuss concerns with planning officers.

9. To receive a report on planning decisions received – A written report was received and accepted by members.

10. To consider highways and roads It was proposed, seconded and Resolved: Following correspondence from a resident it was agreed that the village caretaker would re-turf the area of verge outside the sub-station on Red Hall Farm Lane. It was agreed to obtain a quote for the installation of posts along the verge of Red Hall Farm Lane. It was proposed, seconded and Resolved: To purchase a petrol strimmer for the village caretaker at a cost of £704.28.

11. To consider waste disposal, litter and dog bins - It was proposed, seconded and Resolved: That following correspondence from residents that a larger dog waste bin would be purchased and placed at the Bentley Drive/ Lancia Crescent green. It was agreed that residents would be encouraged to assist in cleaning street signs.

12. To consider bus shelters – It was agreed that a quote be obtained to investigate the condition of the village bus shelters. 

It was proposed seconded and Resolved: That the press and public be excluded from the meeting for the consideration of agenda item 13 on the grounds that it involves the likely disclosure of exempt information, as defined in the relevant paragraphs of Part 1 of Schedule 12A of the Act.
Members of public were excluded from committee session at 21:10.

13. To consider quotations for tree maintenance- It was proposed, seconded and Resolved: That B&B Tree Specialists be instructed to carry out the essential and desirable tree work as listed in the 2019 tree survey.

Public committee session resumed at 21:16.

14. To receive and note documentation from Bracebridge Heath Neighbourhood Plan sub-committee – A verbal report was given on the draft plan.

15. Items for the agenda of the next committee meeting – Streetlighting, street furniture, burial ground and woodland.

There being no further business the chairman closed the meeting at 21:20.
