Minutes of Bracebridge Heath Parish Council held at The Heath: Village Hall and Library on 4th November 2025, 7pm  

 

Present: Councillors C Callan, B Emes, S Manders, D Nash, P Adey, C Broad, K Trought and N Watkinson

In attendance: Clerk to Council, Mrs S Knowles, Deputy Clerk to Council, Mrs R Fraser

District Councillor and County Councillor L Cawrey was in attendance

PUBLIC PARTICIPATION

REPORT FROM LINCOLNSHIRE COUNTY COUNCILLOR– Cllr Cawrey reported on

  • Attendance at an Emengency planning and Business Continuity meeting.
  • Councillor casework including Adult Social Care and Safeguarding.
  • The proposed Highways ward walk to include a discussion regarding footpaths and potential speed mitigation measures on Grantham Road. A date was awaited.
  • A blocked drain had been reported.
  • The reported exposed wire on Lagonda Close had been fixed.

 

REPORT FROM NORTH KESTEVEN DISTRICT COUNCILLORS – No report

QUESTIONS OR POINTS RAISED BY RESIDENTS AND MEMBERS OF THE PUBLIC – No questions.

 

COUNCIL SESSION  

Code of conduct reminders

Nolan Principles

Members were reminded of the Nolan Principles which underpin the Council’s Code of Conduct - Selflessness, integrity, objectivity, accountability, openness, honesty & leadership.

Register of interests

The Chairman reminded members that they should submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interest forms. Interests should be declared in accordance with the Code of Conduct.

 

25141.    TO RECEIVE APOLOGIES AND ACCEPT VALID REASONS FOR ABSENCE - It was RESOLVED: That apologies for absence be accepted from Cllr Marden. It was RESOLVED: That apologies for absence be accepted from Cllr Barr.

 

25142.         DECLARATIONS OF INTEREST

a. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT – Cllr Manders stated a non-pecuniary, non-registrable interest in planning application 25 1156 VARCON Cliff Cottage, 1 Coningsby Crescent . Cllr Manders was not prevented from speaking or voting on the matter. Cllr Watkinson stated a non-pecuniary, non-registrable interest in the purchase of a portable Speed Indicator Device. Cllr Watkinson was not prevented from speaking or voting on the matter. Cllr Nash declared an interest in relation to Planning Applications and would abstain from voting on the matter.  

 

b. TO RECEIVE AND CONSIDER MEMBERS’ REQUESTS FOR DISPENSATIONS IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT AND STANDING ORDERS – Nil

 

25143.         TO CONFIRM THE MINUTES OF THE PREVIOUS MEETING – 7th OCTOBER 2025 - It was RESOLVED: That the minutes of the meeting held on 7th October 2025 be approved and signed as a true record by the chairman.

 

25144.        FINANCE AND GOVERNANCE

a. TO RECEIVE THE CLERK’S REPORT ON PAYMENTS BETWEEN MEETINGS – The following report on payments made between meetings was accepted - Direct debit payments for October 2025 and payments made between meetings including the return of deposits to facility hirers.  All reports can be downloaded -  https://bracebridge-heath.parish.lincolnshire.gov.uk/council-business/november-2025/2.

 

b. TO REVIEW AND CONSIDER PAYMENT OF ACCOUNTS – It was RESOLVED: That payment of accounts as presented at report 25144b. All reports can be downloaded - https://bracebridge-heath.parish.lincolnshire.gov.uk/council-business/november-2025/2

 

c. TO REVIEW AND CONSIDER APPROVAL OF BANK RECONCILIATIONS – It was RESOLVED: That 454-458 and savings account to 30th     September 25 be accepted and signed by Cllr Watkinson. Bank balances on 30th September reported as: Current Account - £276,022.55; savings as £147,402.99.

 

d. TO REVIEW BUDGET, INCOME AND EXPENDITURE – A written report was given. No concerns raised.

 

e. TO CONSIDER EARMARKED RESERVES - It was RESOLVED: That the Burial ground / Woodland earmarked reserve is increased by £1200 as planned at the start of the financial year.

 

e. TO NOMINATE THREE COUNCILLORS TO WORK WITH THE RFO TO PREPARE A DRAFT BUDGET FOR 2026/2027 - It was RESOLVED: That Cllr Adey, Cllr Callan and Cllr Manders would work with the RFO to prepare a draft budget for 2026/2027.

 

25145.         TO RECEIVE THE CLERK’S REPORT ON CORRESPONDENCE RECEIVED AND CONSIDER ANY RECOMMENDATIONS – The following items were noted:

  • Adoption of names taken from Bracebridge Heath and Canwick War Memorials for Street Naming: Phase 1A Lincoln South East Quadrant Sustainable Urban Extension, North Of Canwick Avenue And East Of London Road, Bracebridge Heath, Lincs.
  • Community Governance Review update.

 

It was RESOLVED: That the Clerk would write to Taylor Wimpey to request a Christmas tree and appropriate power source is installed at the entrance to Bracebridge Heath as part of the “Bracebridge Heights” development.

 

It was RESOLVED: That the Clerk would write to Stonebridge Homes and Bellway Homes to request a Christmas tree and appropriate power source is installed at the entrance to Bracebridge Heath as part of the “Land off Sleaford Road” developments.

 

 

25146.         TO RECEIVE AND ACCEPT A REPORT ON DECISIONS MADE USING DELEGATED AUTHORITY – The following report was made and accepted:

  • Payments made as reported at item 4a.

 

25147           PLANNING

a. TO CONSIDER PLANNING APPLICATIONS RECEIVED SINCE THE LAST MEETING OF THE COUNCIL –

25 1156 VARCON Cliff Cottage, 1 Coningsby Crescent - It was RESOLVED: that Bracebridge Heath Parish Council objects to the variation of the original condition.  The original condition for frosted glass windows helped address privacy concerns for the residential property located to the south-west of the development. These privacy concerns have not changed.

b. TO RECEIVE A REPORT ON PLANNING DECISIONS – A written report was received.

c. TO CONSIDER A FORMAL REQUEST TO LINCOLNSHIRE COUNTY COUNCIL FOR ALLOCATION OF S106 (CONTRIBUTION B) FROM 24/1476/RESM – It was RESOLVED: That Bracebridge Heath Parish Council makes a formal request to Lincolnshire County Council to allocate part of the S106 (Contribution B) from 24/1476/RESM to enhance pedestrian connectivity to and from the development, specifically:

  • That the existing Public Right Of Way (PROW) north of the site (linking Grantham Road and Sleaford Road) is enhanced to create a footway and cycleway being suitably surfaced for accessible and all year-round use.
  • That a new pedestrian pathway is created along the western side of the A607 (Sleaford Road), between the new development and the junction of Sycamore Grove/Sleaford Road.  

 

25148.         TO RECEIVE A REPORT AND CONSIDER ANY RECOMMENDATIONS FROM THE PERSONNEL COMMITTEE – a written report was provided.

25149.         TO CONSIDER RISK ASSESSMENTS:

a. REMEMBRANCE SUNDAY ACTIVITIES - It was RESOLVED: That Remembrance Sunday Risk Assessment v1.1 Oct 25 be adopted.

b. CHRISTMAS TREE - It was RESOLVED: That Christmas tree risk assessment v1.1 Oct 2025 be adopted.

 

25150.         TO CONSIDER PURCHASE OF A PORTABLE SPEED INDICATOR DEVICE AND LOCATIONS FOR SITING THE DEVICE - It was RESOLVED: That the locations contained in the report and those suggested by members (southbound traffic on Grantham Road) are shared with the Lincolnshire Road Safety Partnership for approval; officers being permitted to work with the LRSP on alternatives if the suggested locations are unsuitable. The purchase of the speed indicator device was deferred to the next meeting.

25151.         TO CONSIDER A QUOTE FROM CITY OF LINCOLN COUNCIL TO REPLACE FAULTY CCTV CAMERAS AT THE RECREATION GROUND - It was RESOLVED:  That Financial Regulations 5.9 is temporarily suspended to enable purchase without seeking other priced quotes or estimates due to the specialist nature of the item and the current SLA with the City of Lincoln Council for the monitoring and maintenance of the cameras.

It was RESOLVED: That the quote of £1,195.96 from City of Lincoln Council be accepted and it be funded from earmarked reserves - Covid 19 grant.

 

25152.        TO CONSIDER A QUOTE FOR ELECTRICITY – STREET LIGHTING CONTRACT - It was RESOLVED: That following market comparison by the council’s broker, Utility Aid, a 3-year contract with SSE Electricity commencing October 2026 is accepted.

 

25153.         TO CONSIDER ITEMS FOR INCLUSION ON THE AGENDA FOR THE NEXT MEETING – speed indicator device.
