Minutes - Neighbourhood plan sub-committee - 16th September 2019

Minutes of a meeting of Neighbourhood Plan sub-committee held on 16th September 2019 in the Bracebridge Heath Community Library at 19:00

Present: Cllr Barr, Mrs Donaldson, Ms Elwood, Mrs Kempton, Cllr Manders, Cllr Trought.
In attendance: Mrs R Fraser – Assistant Clerk to Council

1. To consider apologies for absence and note the reason where appropriate – It was proposed, seconded and Resolved: That apologies be accepted from Dr Kirk and Cllr Walker

2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item. – Nil

3. To confirm the minutes of the meeting held on 15th July 2019– It was proposed, seconded and Resolved: That the minutes of the meeting held on 15th July 2019 be approved and signed as a true record by the chairman.

4. To consider the draft neighbourhood plan – It was agreed that the draft plan should be sent for review by officers at North Kesteven District Council and the joint planning team.

It was proposed, seconded and Resolved: That a landscape assessment would be commissioned to provide support and evidence for the protection of green spaces outlined in the Neighbourhood Plan.

5. To consider consultation events – It was agreed that the Neighbourhood Plan sub-committee would have a table at the St John’s Academy School Fayre on 23rd November 2019 and a village consultation event would be held on 30th November 2019.

6. To consider quotations for a landscape assessment- Discussed at item 4. It was agreed that quotes would be obtained as soon as possible.

7. To consider an application for funding – It was agreed that quotes would be obtained for the printing of the Neighbourhood Plan and the assistant clerk would investigate whether printing and postage of plans for the consultation was the responsibility of the Neighbourhood Plan sub-committee. Funding applications for the plan, printing and events will be considered at the next meeting.

8. To consider correspondence about the Bracebridge Heath Neighbourhood Plan – Nil

9. To consider the production of articles for Heathcliff View and the Church News magazine – Cllr Trought agreed to prepare the next article.

10. To update the progress chart and action list – Nil

11. To consider agenda items for the next meeting of the sub-committee – Consider costs and quotes for printing, postage and consultation events.

There being no further business the meeting closed at 19:40.
