Minutes of the meeting of Bracebridge Heath Parish Council held on 4th December 2018 in Bracebridge Heath Village Hall at 19:00

PUBLIC PARTICIPATION SESSION

Police Report - Between 6th November and 4th December 2018 eight crimes were recorded including four crimes of theft, three crimes of burglary and one crime of criminal damage.
County Council – Apologies received from Cllr Miss Cawrey. 
District Council

  • District Councillor Gallagher reported on the cancellation of the Planning Committee meeting on 11th December 2018; Metheringham conservation area appraisal; food health and safety enforcement plan; NKDC Full Council meeting to be held on Tuesday 18th December with a Carol Service.
  • District Cllr Burley reported on the National Centre for Craft and Design welcoming 11,000 visitors, an increase of 4% on the previous year; the Cycling Strategy approved outlining NKDC’s commitment to providing safe opportunities for cycling; Fund NK grants available to community organisations; Refuse collections over the Christmas period in Bracebridge Heath to be held on Friday 28th December and Friday 4th January 2019.
  • Apologies were received from Cllr Miss Cawrey.

Questions / Points raised by residents / members of the public –
Representatives from Anglian Water gave a presentation about the proposed new pipeline to be installed through parts of the village. The proposed pipeline is required to ensure that water supply meets demand over the next 25 years. The Water Resources Management Plan is a government regulated requirement and Anglian Water’s plan focuses on demand management, leakage, water efficiency and supply management. Installation of a new pipeline will improve the ability to move the supply of water appropriately across the region.

Q: Which villages will be affected?
A: The route has been planned to minimise disruption to residential areas and will primarily impact on rural areas. A large amount of work has been undertaken to ensure that there is also as little impact as possible on habitats and species in these areas.

Q: Will the old pipe and new pipe run parallel on entry to the reservoir in Bracebridge Heath?
A: It is planned to do so. However, the exact location of the pipe is not yet decided. Householders affected by this will be contacted individually by a member of the project team. All options will be considered to minimise the impact on residents. Options include using the existing pipe at the entrance to the reservoir and installing the new pipe beneath the old to reduce the need for excavations.

Q: When will the work start?
A: Construction is planned to begin at the end of 2019 and it will take around 2 years to complete the pipeline. Planning permission will be sought before any work can take place.

Q: What sort of depth do you dig?
A: Typically, not very deep. Trenches will be around 1 and 2 metres deep. Directional drilling will be deeper. The deeper it is the more pumping stations will be required. Consultations are taking place with the landowners of proposed pumping station sites. The pipeline will be buried underground and the landscape will be made good in any areas affected by excavation.

Q: Can landowners refuse entry onto their land or can this be enforced?
A: Anglian Water would prefer for negotiations to take place with landowners but there is provision for enforcement if all other options have been considered. Anglian Water aim to minimise the disruption to all concerned and will submit environmental surveys and impact statements for the whole scheme alongside the application for planning permission. The environmental surveys will look at the impact and ways of reducing impact on noise, local roads, dust and many other aspects.

Q: Why does the water go into the reservoir and then back out again?
A: The reservoir is for storage and not just for water to pass through. The water at the Bracebridge Heath reservoir is a clean drinking water supply only.

It was agreed that any facility installed should benefit all of the uniformed organisations and the wider community. It was requested that the plans previously drawn up for the remodelling of the pavilion be discussed at the Finance and General Purposes committee in December.

Written feedback from the Remembrance Sunday event was read out and a verbal report was given on communications with Lincolnshire Police about the experience of managing the road closures in Bracebridge Heath.
Members agreed to the request to access the footpath adjacent to the allotments for maintenance via the allotment land.
