Minutes of a meeting of Finance & General Purposes Committee held on 17th December 2018 in the Bracebridge Heath Community Library at 20:00

1. To consider apologies for absence and note the reason where appropriate – Nil
2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item
- Cllr Mrs Manders declared non-pecuniary interests in matters relating to St John the Evangelist Church and St John’s Primary Academy.
- Cllr Kilcoyne declared a non-pecuniary interest in matters relating to the national salary award.
- Cllr Fletcher declared a non-pecuniary interest in matters relating to the Village Hall.
3. To confirm the minutes of the meeting held 19th November 2018- It was proposed, seconded and Resolved: That the minutes of the meeting of the Finance & General Purposes Committee held on 19th November 2018 be approved as a correct record and signed by the Chairman.
4. To consider the Community Library – A verbal update was given.
5. To consider an application for a Parish Council grant from the Bracebridge Heath Neighbourhood Watch - It was proposed, seconded and Resolved: That a grant of £200 be awarded to the Bracebridge Heath Neighbourhood Watch
6. To consider Bracebridge Heath Parish Council premises
a) To consider Bracebridge Heath Village Hall – It was requested that costings be obtained for the plans made in 2014.
b) To consider Bracebridge Heath pavilion – It was requested that costings be obtained for the plans made in 2014.
c) To consider premises for the uniformed organisations – The matter was discussed at item 6b.
7. To review the 2018/2019 budget – The committee reviewed income and expenditure. Specific budget header concerns were discussed.
8. To consider committee budget requirements 2019-2020 – Committee budget requirements were discussed. It was proposed, seconded and Resolved: That the committee budget be set at £109,767.00.
9. To consider 2019 – 2020 precept – It was proposed, seconded and Resolved: That subject to the suggested budget for the Playing Fields, Allotments and Open Spaces committee a recommendation be made to Full Council that the 2019/2020 budget be set at £151,326.00 and the precept request to NKDC be £136,327.00.
10. To consider invoices for payment between the meetings – It was proposed, seconded and Resolved: That the following payments are made between Full Council meetings for invoices due:

It was proposed, seconded and Resolved: That the press and public be excluded from the meeting for the consideration of agenda item 16 on the grounds that it involves the likely disclosure of exempt information, as defined in the relevant paragraphs of Part 1 of Schedule 12A of the Act.

12. To consider Parish Council staffing–
- It was proposed, seconded and Resolved: The position of Facilities Cleaner is offered to Mrs Rebecca Shirley, contracted hours to be 10 per week.
- It was proposed, seconded and Resolved: That the Clerk to Council salary point be moved to SCP 25, effective from April 2019.
- It was proposed, seconded and Resolved: That the Assistant Clerk to Council salary point be moved to SCP 8, effective from April 2019.
- It was proposed, seconded and Resolved: That the Caretaker salary point be moved to SCP 5, effective from April 2019.
- It was proposed, seconded and Resolved: That additional hours worked by officers of the Council be approved for payment.
There being no further business the Chairman closed the meeting at 21:34
