Minutes of the meeting of Bracebridge Heath Parish Council held on 3rd December 2019 in Bracebridge Heath Village Hall at 19:00

Present: Cllrs J Kilcoyne (Chairman), F Adeyemi, C Barr, C Broad, C Callan, L Hauton, S Manders, V Marden, J Moran, K Trought.
District Cllrs Burley and Cawrey were present 
Clerk to Council, Mrs S Knowles was present

PUBLIC PARTICIPATION SESSION
The Chairman of the Council reported that former Councillor, Roy Clements, had recently passed away. The funeral would be held on Thursday 5th December at 13.10 at Lincoln crematorium. A moment’s silence was held to remember Mr Clements.

Police Report – A written newsletter was received. It was agreed that a voucher of £25 would be purchased for PC Hanson for his retirement.
District Council -

  • District Councillor Cawrey reported on the NKDC household survey and the recent meeting of the Executive Board.
  • District Cllr Burley reported on the recent recommendation that NKDC becomes a tree champion which would involve writing a tree policy, investigating the role of trees and potential threats to trees. Cllr Burley also reported on a recent court case involving breach of a community protection order.
  • Cllr Moran - Nothing to report.

Cllr Kilcoyne reported that Bracebridge Heath Parish Council had recently signed the NALC tree charter.

Cllr Barr asked whether NKDC worked alongside the Woodland Trust in the protection of and planting of trees.
Cllr Burley noted that NKDC work with Hill Holt Wood.

Cllr Cawrey noted that members should look at the Open Space Strategy published by NKDC. Areas which are not suitable for development could be considered for tree planting.

County Council – LCC Councillor Cawrey reported on a change of date for LCC’s Full Council meeting which would be held on Wednesday 10th December; an update on the appointment of a new Chief Executive, climate change protests, members’ allowances and the Code of Conduct. Cllr Cawrey also reported on the new road layout at Canwick Avenue, Canwick Hill and the entrance to the International Bomber Command Centre. The work had been inspected by County Council officers who have requested that the developer commission a report into the safety of the new layout and consider any recommendations.

Cllr Cawrey also reported on the resurfacing of the St John's Road.

Cllr Kilcoyne reported on the requirement for public authorities to meet website accessibility regulations by Autumn 2020. It was noted that LCC had recently updated their website and were working on updates to the parish websites.

MEMBERS’ CODE OF CONDUCT – REMINDER OF THE NEED FOR MEMBERS TO SUBMIT TO THE MONITORING OFFICER AT NORTH KESTEVEN DISTRICT COUNCIL ANY CHANGES TO THE CONTENT OF THEIR REGISTER OF MEMBER INTERESTS FORMS – The chairman gave a reminder of the need for members to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interests forms and the importance of the Code of Conduct.

It was RESOLVED: That council approve the payment of the accounts.

iii. REVIEW AND CONSIDER APPROVAL OF BANK RECONCILIATIONS – It was RESOLVED: That reconciliation of bank statements numbered 287 and 288 be approved and signed by Cllrs Marden and Callan respectively.

iv. TO REVIEW BUDGET, INCOME AND EXPENDITURE – The budget was reviewed. No concerns raised.

Cllr Callan declared a non-pecuniary interest in matters relating to Community Library volunteers.

It was RESOLVED: That Christmas gifts be purchased to thank Council’s volunteers. The funds would come from the Chairman’s allowance.

Correspondence regarding the receipt of Community Infrastructure Levy (CIL) funding was noted.
Correspondence had been received regarding the Central Lincolnshire Local Plan and the village profile. A response to the correspondence was required by the 20th December. It was agreed that this would be referred to the Environment committee for consideration at the next committee meeting.

19161. TO CONSIDER THE BRACEBRIDGE HEATH POLICE STATION – An update was given. It was agreed to continue with the proposal as previously decided.

19162. TO CONSIDER COUNCIL MEETING VENUES – It was RESOLVED: That the Community Library would be used as the venue for Full Council meetings for 11 meetings of the year from May 2020.

19163. TO CONSIDER PLANS FOR VE DAY 2020 - It was RESOLVED: That Council would host a VE Day event on 8th May 2020.
It was agreed that Cllrs Barr, Callan, Hauton and Smith would form a working group to develop the details of this event.

It was RESOLVED: That Council session be suspended to enable a member of the public speak

It was RESOLVED: That Council obtain a licence from North Kesteven District Council in order to sell raffle tickets.

19164. TO CONSIDER RESULTS FROM THE BEST KEPT VILLAGE COMPETITION AND ANY RECOMMENDATIONS – It was agreed that Cllrs Callan and Moran would work on recommendations in preparation for next years’ competition.

19165. TO CONSIDER SUBMISSION OF A NEIGHBOURHOOD PLAN GRANT APPLICATION TO LOCALITY – It was RESOLVED: That Council approve the submission of a grant application to Locality.

It was RESOLVED: That Council give permission for the Neighbourhood Plan sub-committee to contract a suitably qualified consultant for the work outlined and commit to expenditure outlined in the grant application.
