Minutes of a meeting of Finance & General Purposes Committee held on 18th February 2019 in the Bracebridge Heath Community Library at 20:00

In attendance: Mrs S Knowles, Clerk to Council

Chief Superintendent Nicola Mayo and Gail Bradshaw from Lincolnshire Police were welcomed to the meeting. The meeting was informed that staff based at the Bracebridge Heath Police station would be moved in coming months to the new joint emergency services building at South Park and to North Hykeham station. Reassurance was given that levels of staffing, foot and car patrols would continue as usual for the cliff villages. There was a discussion about the future use of the property at Bracebridge Heath and whether Lincolnshire Police would continue to have a presence in the village in an ancillary or operational manner. The future for the building was not yet confirmed and feasibility work on the Lincolnshire Police estate would be carried out to determine the best use. Contact with Council about the matter would be maintained over the coming months.

1. To consider apologies for absence and note the reason where appropriate – It was proposed, seconded and Resolved: That apologies for absence be accepted from Cllr Mrs Trought.

2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item Cllr Fletcher declared a non-pecuniary interest in matters relating to the Village Hall.

3. To confirm the minutes of the meeting held 21st January 2019- It was proposed, seconded and Resolved: That the minutes of the meeting of the Finance & General Purposes Committee held on 21st January 2019 be approved as a correct record and signed by the Chairman.

4. To consider Bracebridge Heath Police Station– The item was discussed prior to committee session.

5. To consider Bracebridge Heath Parish Council premises
a) To consider the design and analysis proposal for Parish Council premises – It was proposed, seconded and Resolved: That a recommendation is made to Council that the fee proposal from Simons is accepted and the design and analysis work is started.

6. To consider a contract for container hire at the recreation ground – It was proposed, seconded and Resolved: That a 3-year contract for container hire at the recreation ground is accepted at a cost of £10 per week.

7. To consider policies for review
a) Equality policy
– It was proposed, seconded and Resolved: That subject to the changes discussed that the Equality Policy v1.2 is adopted by Council.

8. To consider the pre-election period – It was agreed that a recommendation to Council be made that all members of Council cease to contribute on Council’s social media platforms for the duration of purdah.

9. To review the 2018/2019 budget – The committee reviewed income and expenditure. Specific budget header concerns were discussed.

10. To consider earmarked reserves – It was proposed, seconded and Resolved: That earmarked reserves for the library be increased by £3000.

11. To consider invoices for payment between the meetings – It was proposed, seconded and Resolved: That the following payments are made between Full Council meetings for invoices due:

Items of a confidential nature to be debated in the absence of the press and public {As per the Public Bodies (Admission to Meetings Act) 1960} - It was proposed, seconded and Resolved: That the press and public be excluded from the meeting for the consideration of agenda item 16 on the grounds that it involves the likely disclosure of exempt information, as defined in the relevant paragraphs of Part 1 of Schedule 12A of the Act.

13. To consider wayleaves and easements for Red Hall Farm Lane – A verbal update was given. It was agreed that the Clerk to Council engage with Council’s solicitor regarding outstanding invoices.
