Minutes of a meeting of Finance & General Purposes Committee held on 21st January 2019 in the Bracebridge Heath Community Library at 20:00
Present: Cllrs Fletcher, Kilcoyne, Mrs Manders (Chairman), Moran, Mrs Trought, Mrs Walker
In attendance: Mrs S Knowles, Clerk to Council

1. To consider apologies for absence and note the reason where appropriate – Nil
2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item Cllr Fletcher declared a non-pecuniary interest in matters relating to the Village Hall.
3. To confirm the minutes of the meeting held 17th December 2018 - It was proposed, seconded and Resolved: That the minutes of the meeting of the Finance & General Purposes Committee held on 17th December 2018 be approved as a correct record and signed by the Chairman.
4. To consider the Community Library – It was proposed, seconded and Resolved: That subject to permission from Lincolnshire County Council that a shed be purchased and installed by TCH Property Maintenance at the side of the Community Library at a cost of £1219.00
5. To consider Bracebridge Heath Parish Council premises

c) To consider premises for the uniformed organisations – Correspondence from Simons was discussed and it was agreed to meet with the architect and quantity surveyor to discuss the project.
6. To consider the appointment of an internal auditor – It was proposed, seconded and Resolved: That Lingard Accountancy Services be appointed as the internal auditor for Council for the 2018/2019 accounts.
7. To review the 2018/2019 budget – The committee reviewed income and expenditure. Specific budget header concerns were discussed.
8. To consider invoices for payment between the meetings – It was proposed, seconded and Resolved: That the following payments are made between Full Council meetings for invoices due:

9. Additional items for the meeting of the committee- Earmarked reserves
Items of a confidential nature to be debated in the absence of the press and public {As per the Public Bodies (Admission to Meetings Act) 1960} - It was proposed, seconded and Resolved: That the press and public be excluded from the meeting for the consideration of agenda item 16 on the grounds that it involves the likely disclosure of exempt information, as defined in the relevant paragraphs of Part 1 of Schedule 12A of the Act.

Cllr Fletcher left the meeting at 21:04 and returned at 21:07
It was proposed, seconded and Resolved: That correspondence would be sent as agreed with the solicitor.
There being no further business the Chairman closed the meeting at 21:24
