Draft notes of a meeting of Bracebridge Heath Parish Council held at the Pavilion on 4th January 2022 at 7pm
Present: Cllrs F Adeyemi, C Barr, C Callan, J Kilcoyne, S Manders, V Marden, A Smith, K Trought and Walker.
In attendance: Clerk to Council, Mrs S Knowles
Two members of the public were present. County Councillor Cawrey was present, District Councillor Burley was present.
 
Chairman’s welcome and announcements
The Chairman welcomed everyone to the meeting.
 
PUBLIC PARTICIPATION SESSION
Report from Lincolnshire County Councillor Cawrey – Cllr Cawrey reported on the £12m funding gap for Lincolnshire highways. Residents are encouraged to share their stories and experiences to support the County Council’s campaign to central government for the additional funding. Cllr Cawrey also reported on the removal of a gate prohibiting inclusive access to the Lincoln Eastern Bypass cycleway/footpath; surface treatments carried out in Bracebridge Heath and the remedial action due to be carried out and the publication of Her Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) for the Lincolnshire Fire and Rescue service which outlined two areas of improvement needed.
 
Reports from North Kesteven District Councillors Burley, Cawrey and Moran
Cllr Cawrey reported on the decisions of the Planning Committee at NKDC – to approve application 16/1564/OUT for 450 dwellings in the South- East Quadrant off Canwick Avenue and to defer the decision relating to application 20/0057/OUT for 1123 dwellings off Sleaford Road in Bracebridge Heath.
 
Cllr Trought thanked Cllr Cawrey for speaking on behalf of residents in these matters.
 
Cllr Burley reported on NKDC’s pledge to become carbon neutral by 2030 and the progress made in the last 10 years; collection of bins including 250 tonnes of paper and card in 3 months of separate collections; anti-social behaviour matters including recent prosecutions for offenders in Ruskington. Residents experiencing anti-social behaviour are encouraged to report the issue at the time it is happening to Lincolnshire Police on 101.
 
Cllr Manders asked Cllr Burley about some anti-social behaviour issues reported to the council at the Stane Drive play park in Bracebridge Heath and requested that Cllr Burley follow up whether the land was registered to NKDC as required.
 
Questions or points raised by residents and members of the public – A member of public reported that there were regular problems with antisocial behaviour at the Grantham Road play park including excessive noise, smashed glass and other litter. The resident requested that the Councilconsider moving benches and other furniture in the park so that it was more visible from the road. The Clerk would follow this up. Residents were asked to report all matters of anti-social behaviour to Lincolnshire Police on 101 so that a pattern of behaviour was recorded. This would assist in the Council following up the issues with local PCSOs.

Code of conduct reminders
Nolan Principles
Members were reminded of the Nolan Principles which underpin the Council’s Code of Conduct - Selflessness, integrity, objectivity, accountability,
openness, honesty & leadership.
 
Register of interests
The Chairman reminded members that they should submit to the Monitoring Officer at North Kesteven District Council any changes to the content
of their Register of Member Interest forms. Interests should be declared in accordance with the Code of Conduct.

22001. DECLARATIONS OF INTEREST
a. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT – Cllr Kilcoyne declared a pecuniary interest for which a dispensation has been given. Cllrs Adeyemi, Barr and Manders declared an ‘otherregisterable’ interest in relation to St John the Evangelist Church.
b. TO RECEIVE AND CONSIDER MEMBERS’ REQUESTS FOR DISPENSATIONS IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT AND STANDING ORDERS – Nil.

22006. TO RECEIVE A REPORT ON DECISIONS MADE USING DELEGATED AUTHORITY
 Submission of response to request to establish Bus Stop Clearway on Grantham Road, opposite Heath Road. Council in support of the application.
 
 Submission of response to a consultation regarding the listing of historic buildings at Cross o’ Cliff Court. Council in support of the application
 Carrying out repairs to a faulty shower at the Pavilion. Plumber labour and materials are estimated to be in the region of £400. Without the repairs to the shower valve, the shower outlet could not be run which may have led to an increased risk of legionella.
 Minor change to the Neighbourhood Plan at the request of NKDC. Short sentence within paragraph 1.3 altered as requested.

22008. TO CONSIDER A PARISH COUNCIL GRANT APPLICATION FROM ST JOHN THE EVANGELIST CHURCH - It was RESOLVED: That a grant of
£200 be awarded to St John the Evangelist Church.
Cllrs Adeyemi, Barr and Manders abstained from this vote.
22009. TO CONSIDER COUNCIL’S BUDGET AND PRECEPT REQUIREMENTS FOR 2022-2023 – It was RESOLVED: That Council set the budget for 2022/2023 at £167,076.87 and request a precept of £152,025.17, the charge for a Band D equivalent being £80.20 and unchange from financial year 2021-2022.
 
22010. TO CONSIDER CO-OPTION TO THE VACANCY FOR A PARISH COUNCILLOR –
It was RESOLVED: That council session be suspended to enable prospective councillors to speak.

It was RESOLVED: That Mr Warren be co-opted to Bracebridge Heath Parish Council.
