Minutes - Environment committee - 17 January 2022

Minutes of a meeting of the Environment committee held at the Bracebridge Heath Library on 17th January 2022 at 19:00
Present: Cllrs Broad, Blackmore, Manders, Trought.
In attendance: Mr Pete Tuckerman – Deputy Clerk to Council.
Cllr Warren was present.
 
1. To consider apologies and accept valid reasons for absence – It was Resolved: That apologies for absence be accepted from CllrWalker.
 
2. Declarations of Interest:
a. To receive members’ declarations of interest in accordance with the adopted code of conduct – Nil.
b. To receive and consider members’ requests for dispensations in accordance with the adopted code of conduct and standing orders. - Nil
 
3. To confirm the minutes of the Environment committee held on 13th December 2021 - It was Resolved: That the minutes of the meeting held on 13th December 2021 be approved and signed as a true copy by the chairman.
 
4. To consider planning applications –
21 1897 DISCON Land Off Canwick Avenue and Westminster Drive
The following comments from the Environment Committee are requested to be noted:
 The trees that are planned to be planted are deemed to be too small to survive, the committee request that the new trees are to be at least 6 feet in height.
 The frequency of grass cutting, stated as once every 2 weeks, is believed to be too much, and will pose a great financial burden to the residents.
 The frequency of play park and ground inspections, stated as once per month, is believed to be too little.
 Clarification on whom is responsible for the upkeep of the areas that lie outside of the ‘maintenance area’, i.e. the cycle path to the east.
 
21 1898 DISCON Land Off Canwick Avenue and Westminster Drive
The following comments from the Environment Committee are requested to be noted:
 The plans do not show any streetlights along the cycle path to the east.
 The plans do not show any streetlights along the most southerly road.
 The plans do not show any streetlights along the cycle path to the east.
 The tactile crossing leading to the play area is not lit.
 
The Environment Committee have requested an up-to-date copy of a lighting plan for the planning application.
 
21 1943 VARCON The Old Brickyard
Bracebridge Heath Parish Council Object to this application. Objection 1 from Planning Application 21/1474/FUL, which reads ‘The use occupying Unit 3 hereby permitted shall not operate outside the following hours: 08:00 – 17:00 Monday to Friday, and at no time on Saturdays, Sundays and Bank Holidays’, is to remain extant.
 
21 0003 TPO 11 Worcester Close
No objections from Bracebridge Heath Parish Council.
 
5. To receive a report on planning decisions – report noted.
 
6. To consider the purchase of Christmas Lights – Parish Council officers were given Delegated Authority to purchase new lights for the Christmas tree. Further investigation on solar operated lights will be carried out and financial costs be taken to the
committee for approval.
 
7. To Discuss the Bracebridge Heath Bus Shelters – A written report was supplied on the condition of the bus shelters around the village. It was recommended that a plan for getting the shelters back to a good condition be drawn up. Repairs will be prioritised and carried out prior to redecoration. A Cllr from the Environment Committee is to write to the local school with regards to running a bus shelter painting competition.
 
8. To consider signage for Red Hall Farm Lane – It was resolved that the Parish Council officers were given Delegated Authority to purchase a sign for Red Hall Farm Lane. The sign will read ‘Red Hall Farm Lane’ with ‘Property of Bracebridge Heath Parish Council’ printed underneath.
 
9. To consider an Electric Car charging point. – This agenda item is to remain work in progress. The Environment Committee chair is to write an article for the next Heathcliff View with the aim of encouraging local businesses to consider installation of Electronic Vehicle charging points. The committee will keep abreast of any available grants to fund the purchase of charging points.
 
10. To consider bicycle racks. – 2 locations for bicycle racks were discussed by the Environment Committee, the Recreation ground, within the view of the CCTV and the car park adjacent to Red Hall Farm Lane. The Deputy Clerk is to source prices for 2 bicycle racks and report back at the next Committee meeting.
