Minutes of the meeting of Bracebridge Heath Parish Council held on 2nd July 2019 in Bracebridge Heath Village Hall at 19:00

Present: Cllrs J Kilcoyne (Chairman), F Adeyemi, C Barr, C Callan, S Manders, V Marden, J Moran, D Parr, A Smith, K Trought, A Walker.
Cllr Broad joined the meeting at 19:30.
Two members of the public were present

PUBLIC PARTICIPATION SESSION

Police Report – Between 4th June and 2nd July 2019 six crimes were recorded including one crime of residential burglary (offender later arrested and charged); one crime of residential theft and four further thefts from the Bracebridge Heath Co-operative store.

County Council – LCC Cllr Cawrey reported on the retirement of LCC officer Pete Moore after 30 years of service; flooding at Wainfleet and the coordinated response to rescues and provision of welfare; Children’s Services rated as outstanding; LCC IT updates causing problems with receipt of emails; emergency service staff moving into the shared emergency service hub on South Park Avenue; LCC won best stand at the Lincolnshire Show in the non-agricultural category.

Cllr Manders requested an update on the reconstruction of St John's Road. Cllr Cawrey continues to pursue the matter but no dates were available.

District Counci

  • Apologies were received from Councillor Burley.
  • Councillor Cawrey reported on flooding guidance disseminated by NKDC giving advice on supporting the response to flooding and recovery after the event; ongoing training for newly elected council members; attendance at the Rural Services Network at the Local Government Association; the published strategy for sustainable economic growth; subject to confirmation planning application 19/0018/RESM would likely be referred to the full planning committee and heard on Tuesday 16th July; the next Full Council meeting of NKDC will be held on Thursday 11th July at 5pm. 
  • Councillor Moran reported on the ongoing training; member development panel reviewing the budget for extended training; NKDC Community Champions is still open until 5th August.

Cllr Manders queried the recent amendments made to planning application 19/0018/RESM, the development off Westminster Drive. Correspondence had been received from planning officers at NKDC stating that the newly amended documents were for information only and that Parish Council did not have an opportunity to raise further concerns about the amendments.

Cllr Cawrey stated that she would be speaking against the development and requested that any comments from Parish Council should be shared with her to raise on behalf of Council.

MEMBERS’ CODE OF CONDUCT – REMINDER OF THE NEED FOR MEMBERS TO SUBMIT TO THE MONITORING OFFICER AT NORTH KESTEVEN DISTRICT COUNCIL ANY CHANGES TO THE CONTENT OF THEIR REGISTER OF MEMBER INTERESTS FORMS – The chairman gave a reminder of the need for members to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interests forms and the importance of the Code of Conduct.

19101. TO CONFIRM THE MINUTES OF THE MEETING HELD ON 4th JUNE 2019- It was proposed, seconded and Resolved: That the minutes of the meeting held on 4th June 2019 be approved and signed as a true record by the chairman. Unanimous

19102. TO CONSIDER PARISH COUNCILLOR VACANCIES – A prospective member of council gave a brief address.

Cllrs Parr and Walker declared a non-pecuniary interest in matters relating to parish councillor vacancies at 19:26.

It was proposed, seconded and Resolved: That Mrs Broad be co-opted to Council. 10 in favour 0 opposed 1 abstention

The Declaration of Acceptance of Office was received from Cllr Broad. Cllr Broad joined the meeting at 19:30.4

19103. TO CONSIDER SUMMER RECESS AND DATE OF NEXT MEETING - It was proposed, seconded and Resolved: That full council have a summer recess; the date of the next meeting being 3rd September 2019. 10 in favour 1 opposed 1 abstention

19104. TO CONSIDER PARISH COUNCIL STANDING AND SUB-COMMITTEES

Cllr Manders referred to correspondence regarding Parish Online and advised that the mapping software would be needed to complete the Neighbourhood Plan. It was proposed, seconded and Resolved: That Council subscribe to Parish Online for 1 year at a cost of £100. Unanimous

19108. TO REVIEW AND CONSIDER COUNCILLOR AND EMPLOYEE CPD

a. To consider training and development needs and opportunities – Members were reminded that training provided through the Lincolnshire Association of Local Councils (LALC) was free through council’s subscription to the annual training scheme. Employees and councillors were encouraged to attend training sessions.

The clerk to council would be attending the Code of Conduct Training provided by NKDC on 18th July 2019.

The Clerk to Council would be attending the electoral review briefing on 22nd July 2019. Cllrs Kilcoyne and Moran would be attending in another capacity. The remaining place for Bracebridge Heath Parish Council was offered to Cllr Parr, Vice-Chairman of Finance & Policy Committee.

b. To receive reports on training and development attended or completed – Cllr Barr reported on the New Councillor Training session attended in June. The village caretaker and assistant clerk attended the play inspection training in June and reported that this had been useful.

Cllr Kilcoyne reported that he had been appointed as an assessor for the Local Council Award Scheme managed by NALC.
