Minutes of a meeting of the Environment committee held on 15th July 2019 in the Bracebridge Heath Community Library at 20:00
Present: Cllrs Adeyemi, Kilcoyne, Manders, Moran, Smith, Trought, Walker
In attendance: Mrs R Fraser – Assistant Clerk to Council
3 members of public were present
1. To consider apologies for absence and note the reason where appropriate – Nil
2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item. -
- Cllr Manders declared a non- pecuniary interest in planning application 19/0760/HOUS - 13 Grantham Road.
- Cllr Moran declared a non-pecuniary interest in matters relating to the bus shelter on London Road.
3. To confirm the minutes of the Environment committee held on 20th May 2019 - It was proposed, seconded and Resolved: That the minutes of the meeting held on 20th May 2019 be approved and signed as a true record by the chairman.
4. To confirm the minutes of the Environment committee held on 17th June 2019 It was proposed, seconded and Resolved: That the minutes of the meeting held on 17th June 2019 be approved and signed as a true record by the chairman.
5. To consider planning applications –
- 19/0345/FUL - 88 Grantham Road - It was requested that the clerk write to NKDC planning regarding the quality of the environmental report.
- 19/0760/HOUS - 13 Grantham Road- It was proposed, seconded and Resolved: That Council do not object to the development but have concerns regarding the close proximity of the telegraph pole which may need relocating. It is also noted that the pavement outside the property may not be able to take the weight of a vehicle and it appears that access is required to utilities/cabling via a manhole on the pavement. This may also need repositioning.
- 19 0869 FUL - Ambulance Control Centre - It was proposed, seconded and Resolved: That Council objects to the application on the grounds that there may be a loss of or detrimental effect on the surrounding trees and the extension will be visible from the valley below. There is also a spring within 20 meters of the build. If permission is granted then landscaping needs to be considered so the extension is screened and not visible.
6. To receive a report on planning decisions received – A written report was received and accepted by members.
7. To consider the Central Lincolnshire Local Plan review – Council considered and completed the questionnaire.
8. To consider highways and roads – It was agreed that the clerk would contact Highways to confirm the start date for the repairs to St John’s Road.
9. To consider street lighting – Nil
10. To consider street furniture - Nil
11. To consider bus shelters – It was agreed that two further quotes would be obtained to investigate the condition of the village bus shelters.
12. To consider woodland walk and burial ground – It was reported that ‘Woolly Woodlands’ would be taking place on 21st September and 22nd September 2019.
13. To consider arrangements for the parish Christmas tree – It was proposed, seconded and Resolved: That Council purchase a 20ft Christmas tree from Doddington Hall Enterprises (under S137, Local Government Act 1972) and that a boom lift is hired from VIC Hire to erect the Christmas tree.
14. To consider arrangements for Remembrance Sunday 2019 - It was proposed, seconded and Resolved: That Council purchase a wreath from the British Legion for Remembrance Sunday. 7 in favour 0 opposed 1 abstention. It was agreed that Council would advertise for volunteers to help marshal the parade and the clerk would write to Mr Parr to confirm he will assist with this year’s parade.
15. To receive and note documentation from Bracebridge Heath Neighbourhood Plan subcommittee - A verbal report was given and accepted by members.
16. Items for the agenda of the next committee meeting – It was agreed that a representative from Fields in Trust be invited to the next meeting on 16th September 2019.
