Minutes of a meeting of Bracebridge Heath Parish Council held at the Pavilion on 6th June 2023 at 7pm

Present: Councillors C Callan, S Manders, V Marden, R Stone and K Trought

In attendance: Clerk to Council, Mrs S Knowles

North Kesteven District Councillor P Burley was in attendance. Two members of the public were in attendance

 

The chairman welcomed everyone to the meeting.

PUBLIC PARTICIPATION SESSION

Report from North Kesteven District Councillor Burley – A verbal report was given including information about the appointment of the Executive and re-election of Cllr R Wright as Leader of the Council.

 

There were no questions from members of the public.

 

COUNCIL SESSION  

Code of conduct reminders

Nolan Principles

Members were reminded of the Nolan Principles which underpin the Council’s Code of Conduct - Selflessness, integrity, objectivity, accountability, openness, honesty & leadership.

Register of interests

The Chairman reminded members that they should submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interest forms. Interests should be declared in accordance with the Code of Conduct.

 

23075. TO RECEIVE APOLOGIES AND ACCEPT VALID REASONS FOR ABSENCE - It was RESOLVED: That apologies for absence be accepted from Cllr Barr.

It was RESOLVED: That apologies for absence be accepted from Cllr Broad.  

 

23076. DECLARATIONS OF INTEREST

a.TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT – Nil

 

b. TO RECEIVE AND CONSIDER MEMBERS’ REQUESTS FOR DISPENSATIONS IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT AND STANDING ORDERS – Nil

 

23077. TO CONFIRM THE MINUTES OF THE PREVIOUS MEETING – 16th MAY 2023- It was RESOLVED: That the minutes of the meeting held on 16th May 2023 be approved and signed as a true record by the chairman.

a. TO RECEIVE THE CLERK’S REPORT ON PAYMENTS BETWEEN MEETINGS

b. TO REVIEW AND CONSIDER PAYMENT OF ACCOUNTS - It was RESOLVED: That payment of accounts as presented at report 23078b Payment of accounts be accepted.

c. TO REVIEW AND CONSIDER APPROVAL OF BANK RECONCILIATIONS – It was RESOLVED: That bank reconciliation 369 and 370 (to 30th April 2023) be accepted and signed by Cllr Stone. Bank balances reported as £343,094.91.

 

d. TO REVIEW BUDGET, INCOME AND EXPENDITURE – The budget, income and expenditure was reviewed. No concerns were raised.

 

23079. TO RECEIVE THE CLERKS REPORT ON CORRESPONDENCE RECEIVED AND CONSIDER ANY RECOMMENDATIONS – Items noted: Grass cutting, Bowls Club, parking on Grantham Road, Red Hall Farm Lane and telephone mast.

 

23080. TO RECEIVE AND ACCEPT A REPORT ON DECISIONS MADE USING DELEGATED AUTHORITY

  • Barclaycard statement outlining payments made using the corporate credit card. No payments made.

23081. PLANNING

a. TO CONSIDER PLANNING APPLICATIONS RECEIVED SINCE THE LAST MEETING OF THE COUNCIL –  

23 0467 HOUS – 1 Adler Close

It was RESOLVED:  That Bracebridge Heath Parish Council has no comments or objections.

 

23 0486 HOUS – 42 Sleaford Road

It was RESOLVED: That Bracebridge Heath Parish Council has no comments or objections.

 

23 0416 HOUS 29 Vauxhall Road (amendment)

             It was RESOLVED:  That Bracebridge Heath Parish Council has no further comments.

 

            23 0530 HOUS – 51 Ridgeview Road

             It was RESOLVED:  That Bracebridge Heath Parish Council has no comments or objections.

 

             23 0623 TPO – 58a London Road

It was RESOLVED: That Bracebridge Heath Parish Council objects to the proposals. The application is not supported by a report from a qualified arborist outlining any issues with the health of the trees or risks to nearby buildings.

 

22 0965 FUL – Land to the rear of 14 Mount Road

It was RESOLVED: That officers be authorised to comment on the application using delegated authority. Members wished officers to note concerns about drainage in the area which have not been addressed since the previous application was considered, the principle of access and possible issues of overlooking and loss of light to neighbouring properties.

 

b. TO RECEIVE A REPORT ON PLANNING DECISIONS – a written report was received.

 

23082. TO REVIEW POLICIES AND PROCEDURES

a. Privacy notices – general and role holders - It was RESOLVED: That privacy notices dated June 2023 be accepted and approved.

b. Subject Access Request procedure - It was RESOLVED: That the Subject Access Request procedure v1.2 be accepted and approved.

c. Data Protection policy - It was RESOLVED: That the Data Protection policy v2.2 be accepted and approved

d. Document Retention policy - It was RESOLVED: That the Document Retention policy v2.3 be accepted and approved.

e. Freedom of Information policy (publication scheme)- It was RESOLVED: That the Freedom of Information policy (publication scheme) v1.2 be accepted and approved.

 

23083. TO CONSIDER UPGRADING A STREETLIGHT ON STEWARDS WAY TO LED – It was RESOLVED: That a streetlight on Stewards Way be upgraded to LED at a cost of £350 +VAT.

 

23084. BRACEBRIDGE HEATH VILLAGE HALL

a. TO RECEIVE AN UPDATE ON PROGRESS OF THE PROJECT – A verbal updated was provided and it was noted that the period for accepting tenders was now closed.

b. TO CONFIRM A DATE FOR AN ADDITIONAL MEETING OF THE FULL COUNCIL TO CONSIDER AWARD OF A TENDER- It was agreed that an extra-ordinary meeting would be called later in June to consider award of the tenders, the date to be confirmed and dependent on post tender enquiries.

 

23085. TO CONSIDER CORRESPONDENCE FROM THE BRACEBRIDGE HEATH BOWLS CLUB - It was RESOLVED: That council invites members of the Bowls Club committee to an informal meeting to discuss the arrangements and future of the facility, giving 2 weeks to respond and agree a date to meet. The information from the informal meeting to be considered at the next appropriate meeting of the Full Council.

 

23086. TO CONSIDER CO-OPTION TO COUNCIL VACANCIES –

 

Council session was suspended at 19:50 to enable a candidate to address the council. Council session resumed at 19:52.

 

It was RESOLVED: That Jordan Moran be co-opted to Bracebridge Heath Parish Council.

 

23087. TO CONSIDER ITEMS FOR INCLUSION ON THE AGENDA FOR THE NEXT MEETING – Bowling Green, co-option, parish council grants.
