Minutes of Bracebridge Heath Parish Council held at The Pavilion on 4th June 2024 at 7pm  

 

Present: Councillors C Barr, C Broad, C Callan, B Emes, S Manders, V Marden, G Scott, R Stone and K Trought

In attendance: Clerk to Council, Mrs S Knowles; Deputy Clerk to Council, Mrs R Fraser and two members of the public.

 

The chairman welcomed everyone to the meeting.

Reports from North Kesteven District Councillors, Cllrs Burley and Cawrey – Cllr Burley and Cllr Cawrey were not in attendance.

COUNCIL SESSION  

Code of conduct reminders

Nolan Principles

Members were reminded of the Nolan Principles which underpin the Council’s Code of Conduct - Selflessness, integrity, objectivity, accountability, openness, honesty & leadership.

Register of interests

The Chairman reminded members that they should submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interest forms. Interests should be declared in accordance with the Code of Conduct.

 

24084.        TO RECEIVE APOLOGIES AND ACCEPT VALID REASONS FOR ABSENCE – Nil

 

24085.         DECLARATIONS OF INTEREST

a. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT Cllr Callan declared an interest in matters relating to the Lincolnshire Association of Local Councils (LALC).

 

b. TO RECEIVE AND CONSIDER MEMBERS’ REQUESTS FOR DISPENSATIONS IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT AND STANDING ORDERS – Nil

 

24086.         TO CONFIRM THE MINUTES OF THE PREVIOUS MEETING – 7th May 2024- It was RESOLVED: That the minutes of the meeting held on 7th May 2024 be approved and signed as a true record by the chairman.

 

24087.         FINANCE AND GOVERNANCE

a. TO RECEIVE THE CLERK’S REPORT ON PAYMENTS BETWEEN MEETINGS – Payments made between meetings including direct debits - Presented at report 24087a. All reports can be downloaded from https://bracebridge-heath.parish.lincolnshire.gov.uk/council-business/june-2024/2

 

b. TO REVIEW AND CONSIDER PAYMENT OF ACCOUNTS - It was RESOLVED: That payment of accounts as presented at report 24087b be accepted and signed. All reports can be downloaded from https://bracebridge-heath.parish.lincolnshire.gov.uk/council-business/june-2024/2

A deposit return and refund to a hirer who had overpaid were also approved to be paid.

 

c. TO REVIEW AND CONSIDER APPROVAL OF BANK RECONCILIATIONS – Cllr Moran not in attendance. Bank reconciliations for April 2024 were deferred until the next meeting.  

 

d. TO REVIEW BUDGET, INCOME AND EXPENDITURE - Report noted. No concerns raised.

 

e. TO CONSIDER LEVELS OF INSURANCE COVER PRIOR TO RENEWAL OF THE LONG-TERM AGREEMENT – It was agreed that levels of insurance remain the same. Renewal documentation expected in late June.

 

24088.         TO RECEIVE THE CLERK’S REPORT ON CORRESPONDENCE RECEIVED AND CONSIDER ANY RECOMMENDATIONS –

Items noted:

Confirmation of successful application for the North Kesteven Rural England Prosperity Fund. Hedgerow removal to provide pedestrian access to the Recreation Ground. Correspondence with Vistry/Linden site manager.  The Lincolnshire County Council Grass Cutting Parish Agreement has been received and a review of the contribution rates has resulted in an uplift; Highways jobs for June 24 includes several local pothole repairs.

 

a. TO CONSIDER CORRESPONDENCE FROM STONEBRIDGE HOMES IN RELATION TO LAND EAST AND WEST OF SLEAFORD ROAD - It was RESOLVED: That in the interest of transparency and openness there would be a member led response to the correspondence.  

  • Request electronic copies of all draft documents.
  • Prepare and agree questions and points raised as a corporate body in response to draft documentation. Hold a public meeting with Stonebridge Homes in the Heath: Village Hall and Library.
  • Stonebridge Homes to hold a separate public consultation.

 

24089.         TO RECEIVE AND ACCEPT A REPORT ON DECISIONS MADE USING DELEGATED AUTHORITY – The following report was accepted:

  • Payments made as reported at item 4a.
  • Credit card statement.
  • Application to the Councillor Volunteer Scheme for remarking The Heath car park.
  • Alternative arrangements made to cover cleaning requirements.

 

24090.         PLANNING

a. TO CONSIDER PLANNING APPLICATIONS RECEIVED SINCE THE LAST MEETING OF THE COUNCIL –

24 0577 HOUS -84 Grantham Road - It was RESOLVED: That Bracebridge Heath Parish Council has no comments or objections.

 

b. TO RECEIVE A REPORT ON PLANNING DECISIONS – a written report was received.

 

24091.         TO REVIEW THE COMPLAINTS POLICY - It was RESOLVED: That Complaints Policy v2.3 be adopted.

 

24092.         TO CONSIDER SALE OF LIBRARY BOOK DISPLAY STANDS - It was RESOLVED: That the clerk be authorised to sell up to 10 zigzag shelf display stands for £25 + VAT each.

 

24093.         TO CONSIDER ARRANGEMENTS FOR A VILLAGE CHRISTMAS TREE - It was RESOLVED:  That the Council examines the feasibility of planting young Christmas trees on Lancia Crescent/Bentley Drive and outside the Heath: Village Hall and Community Library.

 

24094.         TO CONSIDER THE RECREATION GROUND CCTV MAINTENANCE, MONITORING AND DATA MANAGEMENT SERVICE - It was RESOLVED:  That the contract for CCTV maintenance and monitoring from Lincoln City Council is accepted at an annual cost of £3262 + VAT and is scheduled for review before the next renewal date in May 2025.

 

24095.         TO CONSIDER RESULTS FROM THE RECREATION GROUND SURVEY AND NEXT STEPS - It was RESOLVED: 

  • That the council permit officers to enter into discussions with North Kesteven District Councils Principal Planning Officers regarding the emerging South-East Quadrant & Bracebridge Heath Recreation Ground with a view to working constructively on schemes that helps promote & the enhance the site.    
  • That the council will seek to a develop a masterplan for the site that is underpinned by the following principles (safety, inclusivity & accessibility). 
  • That the council note the consultation data identified potential alternative uses for the former Bowling Green site (Play Area for older children, Synthetic All Weather 5v5 Football Pitch or Dog Area) which the Council will now consider. To facilitate this process officers will prepare an outline feasibility study to better understand the potential costs and implications of the respective proposed options. 

 

24096.         TO CONSIDER CO-OPTION TO COUNCIL VACANCIES - It was RESOLVED:  That Mr Stuart Neilson be co-opted to Bracebridge Heath Parish Council.

 

24097.         TO CONSIDER ITEMS FOR INCLUSION ON THE AGENDA FOR THE NEXT MEETING – Roadside signage for The Heath, defibrillator requirements for the Heath.

It was RESOLVED: That the press and public be excluded from the meeting for the consideration of the following items on the grounds that it involves the likely disclosure of exempt information.

 

24098.         TO CONSIDER QUOTES FOR IT SUPPORT AND MICROSOFT 365 ACCOUNTS - It was RESOLVED: That the following quotes from F1 Group be accepted:

In control support contract (12 months) (£95+VAT per month)

Microsoft 365 Licencing and anti-virus (12 months) (£977.79 + VAT)

One off bespoke support for migrating .gov domain and Microsoft Sharepoint set up. (£1638.00 + VAT)

 

24099.         TO CONSIDER QUOTATIONS FOR A CLEANING CONTRACT FOR THE COUNCIL’S COMMUNITY BUILDINGS - It was RESOLVED:  That the quote for cleaning from Lincs Cleaning Services Ltd (£19.50 + VAT per hour) be accepted on an ongoing basis and reviewed should any problems arise, or the cleaning requirements change.

24100.     TO CONSIDER QUOTES FOR INSTALLATION OF A PROJECTOR, SCREEN AND AUDIO SYSTEM IN THE HEATH - It was RESOLVED:  That the quote of £7069.00 + VAT from Purple Cat Ltd be accepted.

It was RESOLVED: That the item would be funded through the grant provided by the Rural England Prosperity Fund and the remained funded from the Village Hall earmarked reserve.

24101.     TO CONSIDER QUOTES FOR ROOF REPAIRS ON THE WESTERN SIDE OF THE HEATH - It was RESOLVED: That Financial Regulation 11.1h (receipt of 3 quotations) be suspended in order to enable the council to make decision from the two quotes received.

It was RESOLVED:  That the quote of £1746.00 + VAT from KGP Roofing & Construction Ltd be accepted.

It was RESOLVED: That the cost of the works be funded from the Village Hall earmarked reserve.

 

24102.     TO RECEIVE AN UPDATE AND CONSIDER ACTION RELATED TO THE RECOVERY OF UNSPENT PUBLIC FUNDS RELATED TO THE BRACEBRIDGE HEATH BOWLS CLUB -  A written report was received.
