Minutes of the meeting of Bracebridge Heath Parish Council held on 7th May 2019 in Bracebridge Heath Village Hall at 19:00

Six members of the public were present

PUBLIC PARTICIPATION SESSION

Police Report – Between 7th April and 7th May 2019 seven crimes were recorded including 5 crimes of theft and 2 crimes of criminal damage.

County Council – LCC Cllr Cawrey gave apologies.

District Council – NKDC Cllrs Burley and Cawrey gave apologies.

PUBLIC COUNCIL SESSION
Cllr Kilcoyne welcomed everyone to the new council.

19061. TO ELECT A CHAIRMAN OF THE COUNCIL – It was proposed, seconded and Resolved: That Cllr Kilcoyne be elected as Chairman of the Council for civic year 2019-2020. Unanimous

19062. TO RECEIVE THE CHAIRMAN’S DECLARATION OF ACCEPTANCE OF OFFICE OR, IF NOT RECEIVED, TO DECIDE WHEN IT SHALL BE RECEIVED – Cllr Kilcoyne signed the Declaration of Acceptance of Office for Chairman of Bracebridge Heath Parish Council.

19063. TO FILL ANY VACANCIES LEFT UNFILLED AT THE ELECTION BY REASON OF INSUFFICENT NOMINATIONS – Members agreed that an advertisement should be displayed for the four vacant seats. Applications for co-option should be received by the clerk by 28th May 2019 and will be considered at a meeting of council on 4th June 2019.

19064. TO DECIDE WHEN ANY DECLARATIONS OF ACCEPTANCE OF OFFICE WHICH HAVE NOT BEEN RECEIVED AS PROVIDED BY LAW SHALL BE RECEIVED – It was agreed that outstanding declarations of acceptance of office should be received before or at a meeting of council on 4th June 2019.

19065. TO ELECT A VICE-CHAIRMAN OF THE COUNCIL – It was agreed that election of a vice-chairman would be deferred until a future meeting of council.

19066. TO APPOINT REPRESENTATIVES TO OUTSIDE BODIES – It was proposed, seconded and Resolved: That the following appointments to outside bodies are made:

  • Bracebridge Heath Neighbourhood Watch Cllr Smith
  • Bracebridge Heath Cricket Club Cllr Trought
  • Bracebridge Heath Village Hall Management Committee Cllr Adeyemi
  • Heath U3A Cllr Callan
  • Bracebridge Heath Allotment Holders’ Association Cllr Manders
  • St John’s the Evangelist Church Cllr Kilcoyne                                Unanimous

It was proposed, seconded and Resolved: That Cllr Manders, Cllr Trought and Mrs Knowles be appointed as representatives to the Cliff Cluster of Parish Councils Leadenham to Bracebridge Heath. Unanimous
Nomination information for the Lincolnshire Association of Local Councils was awaited.

19067. TO APPOINT COMMITTEES AND SUB-COMMITTEES – It was agreed that all members would be summoned to the first meeting of standing committees.

  • It was proposed, seconded and Resolved: That Cllrs Manders, Trought and Walker be appointed to the Neighbourhood Plan sub-committee. 6 in favour 0 opposed 1 abstention
  • It was proposed, seconded and Resolved: That Dr Kirk, Mr Barr and Mrs Donaldson be appointed as co-opted community members to the Neighbourhood Plan subcommittee. 6 in favour 0 opposed 1 abstention

19068. TO CONSIDER THE PAYMENT OF SUBSCRIPTIONS FALLING TO BE PAID ANNUALLY – Nil.

19069. TO CONSIDER ANY DEEDS AND TRUST INVESTMENTS IN THE CUSTODY OF COUNCIL AS REQUIRED – Nil.

19070. TO APPOINT ADMINISTRATORS FOR THE BRACEBRIDGE HEATH PARISH COUNCIL FACEBOOK GROUPS AND PAGE – It was proposed, seconded and Resolved: That the following appointments are made to administrators for council’s social media:

  • Bracebridge Heath Parish Council Facebook group Cllrs Callan, Trought and Walker
  • Bracebridge Heath Neighbourhood Plan Facebook group Cllr Trought, Cllr Walker, Mr Barr

19074. TO CONSIDER COUNCIL BANKING ARRANGEMENTS – 
t was proposed, seconded and Resolved: That Mr Burley and Mr Fletcher are removed as council bank signatories. Unanimous
It was proposed, seconded and Resolved: That Cllrs Adeyemi and Moran are appointed signatories for council’s banking. Unanimous

It was reported that the gas had been turned off at the Village Hall due to a suspected leak and correspondence had been received from the Village Hall Management Committee regarding repairs. It was reiterated that repairs to the village hall are the responsibility of the Village Hall Management Committee.

It was proposed, seconded and Resolved: That the press and the public be excluded from the meeting for the consideration of this part of the meeting on the grounds that they involve the likely disclosure of exempt information, as defined in the relevant paragraphs of Part 1 of Schedule 12A of the Act Unanimous

Members of public were excluded from council session at 20:12.
Public council session resumed at 20:18.

19078. TO REVIEW AND CONSIDER COUNCILLOR AND EMPLOYEE CPD
a. To consider training and development needs and opportunities – Members were reminded that training provided through the Lincolnshire Association of Local Councils (LALC) was free through council’s subscription to the annual training scheme. Employees and councillors were encouraged to attend training sessions.

  • Cllrs Adeyemi, Callan, Manders, Moran and Trought requested to attend the LALC Networking day on 4th July 2019.
  • Cllrs Adeyemi and Smith requested to attend the New Councillor Training session on 16th July 2019.
  • Cllr Callan requested to attend the New Councillor Training session on 18th June 2019.
  • Cllrs Adeyemi, Callan, Manders, Moran and Trought requested to attend the Councillors Training Day on 18th September 2019.
