Minutes of the meeting of Bracebridge Heath Parish Council held on 3rd September 2019 in Bracebridge Heath Village Hall at 19:00

PUBLIC PARTICIPATION SESSION

Police Report – Between 7th July and 3rd September 2019 nine crimes were recorded including five crimes of criminal damage, two crimes relating to thefts from a vehicle; and one crime of theft from the Bracebridge Heath Co-operative store.

Cllr Adeyemi arrived at the meeting at 19:03.

County Council – LCC Cllr Cawrey reported on recent industrial action outside Council offices in Lincoln; the progress in construction of the Lincoln Eastern Bypass; St John’s Road repairs to be carried out on 18th November 2019; success in A -Level results across the county; Greenwich Leisure Limited to upgrade county council IT equipment.

Cllr Kilcoyne asked about the future of the Usher Gallery in Lincoln. Cllr Cawrey reported that the executive had voted to give two-year’s notice on the council’s collections management at the gallery. Third parties may be involved in the long-term future of the gallery.

Cllr Manders requested information about cancelled highways work at the St John’s Primary Academy. Cllr Cawrey agreed to look into this.

The Clerk to Council noted that an online report had been made to the County Council’s Highways team regarding overgrown hedges and trees on the A15, London Road and that there were issues of public safety when crossing the road. Highways had responded to say that the asset did not belong to Lincolnshire County Council and the matter was closed. Cllr Cawrey agreed to look into this.

District Council 

  • Councillor Cawrey reported on NK Community Champion Awards including two finalists from Bracebridge Heath and a trial for the Lincolnshire Waste Partnership and information events being held in the district on 18th September 2019.
  • Councillor Burley reported on NKDC’s commitment to environmental sustainability through various measures including reducing plastic use, building to higher standards and reduction of carbon emissions. Cllr Burley also reported on new plans received from Linden homes for the planned development off Westminster Drive and Canwick Avenue.
  • Councillor Moran reported that planning enforcement had checked the signage at Romeo’s food outlet and informed that it met regulations. Cllr Moran also reported that a resident of Bracebridge Heath had requested a memorial sign to be placed on a bench outside the Grantham Road park.

Cllr Manders reported that there were several mistakes in the new documents prepared by Linden Homes and requested that this be reported back to officers. Cllr Cawrey noted the mistake.

19111. MEMBERS’ CODE OF CONDUCT – REMINDER OF THE NEED FOR MEMBERS TO SUBMIT TO THE MONITORING OFFICER AT NORTH KESTEVEN DISTRICT COUNCIL ANY CHANGES TO THE CONTENT OF THEIR REGISTER OF MEMBER INTERESTS FORMS – The chairman gave a reminder of the need for members to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interests forms and the importance of the Code of Conduct.

19113. TO CONFIRM THE MINUTES OF THE MEETING HELD ON 2ND JULY 2019- It was proposed, seconded and Resolved: That the minutes of the meeting held on 2nd July 2019 be approved and signed as a true record by the chairman. Unanimous

19114. TO CONSIDER PARISH COUNCILLOR VACANCIES – No applications had been received. Council agreed to advertise the vacancy again.

19115. TO CONSIDER THE BRACEBRIDGE HEATH VILLAGE SHOWCASE- Members discussed arrangements for the upcoming showcases. Cllr Moran was to develop a digital questionnaire and Cllr Callan would carry out the analysis on showcase responses.

19116. TO CONSIDER ESTATE MANAGEMENT CHARGES – Cllr Manders presented a written report. It was agreed to share this with the Neighbourhood Plan sub-committee.

Cllr Callan declared a non-pecuniary interest at 20:58 in relation to correspondence received about the woodland walk.

It was proposed, seconded and Resolved: That permission be given to a resident to install a single width gate to provide pedestrian access into the woodland walk. Unanimous
Council also granted permission for the resident to plant bulbs in the woodland walk outside their property.

Correspondence received regarding the Community Library Revenue Grant would be referred to the Amenities committee.

Telephone correspondence was received regarding dog fouling on Red Hall Farm Lane. The Clerk to Council would find a role description for a dog warden. The matter would be referred to the Environment committee.

A decision notice for a recent complaint made to the Information Commissioner’s Office was discussed. It was noted that Council were correct to rely on regulation 12 (4)(b) to refuse recent requests for information made under the Environmental Information Regulations. However, requests for an internal review should have been considered. The commissioner does not require any action to be taken.

19121. TO REVIEW AND CONSIDER COUNCILLOR AND EMPLOYEE CPD
a. To consider training and development needs and opportunities – Cllr Kilcoyne declared a non-pecuniary interest at 21:12 in matters relating to the Certificate in Local Council Administration. 
It was proposed, seconded and Resolved: That the Clerk be enrolled onto the Certificate in Local Council Administration qualification at a total cost of £510. Unanimous 
b. To receive reports on training and development attended or completed – Verbal reports were given on the LALC Networking Day, Code of Conduct training, Electoral Review briefing, Chairman and Clerk course and New Councillor training event.

19122. TO CONSIDER ITEMS FOR INCLUSION ON THE AGENDA FOR THE NEXT MEETING – VE Day.

A meeting of the Executive committee would be scheduled for 1st October 2019.
