Minutes of the meeting of Bracebridge Heath Parish Council held on 5th February 2019 in Bracebridge Heath Village Hall at 19:00

Present: Cllrs J Kilcoyne (Chairman), P Burley, G Fletcher, Mrs P Humphrey, Mrs S Manders, J Moran, Mrs K Trought, Mrs A Walker, J Ward
No members of public were present 
Assistant Clerk to Council Mrs R Fraser was present

PUBLIC PARTICIPATION SESSION
Police Report – No report. The Chairman informed Council that Superintendent Nicola Mayo from Lincolnshire Police had agreed to attend the Finance and General Purposes meeting on Monday 18th February 2019 to give an update on the village police station.

County Council – Apologies received from Cllr Miss Cawrey.
District Council – Apologies were received from Cllrs Miss Cawrey and Gallagher

Cllr Fletcher arrived at the meeting at 19:04

District Cllr Burley reported on North Kesteven District Council (NKDC) Council tax increase; Planning gain under Section 106 agreements have been granted to the NHS and education within Bracebridge Heath; Newfield Road estate transformation in Sleaford; Lincolnshire County Council Transport Strategy drop in session will be on 27th February 2019 at Waddington Community Hub; voter ID requirements; new landlord licence requirements for houses used for multiple occupation; new code of conduct for NKDC.

It was reported that issues raised about the e-portal for electoral roll had been rectified. February updates are now available.

Cllr Mrs Manders reported that a time extension for the consultation for a planning application on Ridgeview Road had been requested but was refused.

The Parish Council would have commented on this application had it been given the opportunity.

Cllr Burley reported that District and Parish briefing events for Council elections are being held and dates have been publicised.

Q: A resident has raised the issue of air pollution in the area of St John’s Primary Academy and Sleaford Road. Can this be investigated please?
A: Air pollution tests can be organised. Cllr Burley agreed to follow this up.

19020. TO CONSIDER ANY APOLOGIES FOR ABSENCE AND NOTE THE REASON WHERE APPROPRIATE – It was proposed, seconded and Resolved: That apologies for absence be accepted from Cllr Mrs Stamp and Cllr Clements. Unanimous 

19021. MEMBERS’ CODE OF CONDUCT – The Chairman gave a reminder of the need for members to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interests forms and the importance of the Code of Conduct.

19022. TO RECEIVE MEMBERS’ DECLARATIONS OF DISCLOSABLE PECUNIARY, NON-DISCLOSABLE PECUNIARY OR NON-PECUNIARY INTERESTS IN RELATION TO ANY AGENDA ITEM

19023. TO CONFIRM THE MINUTES OF THE MEETING HELD ON 8th January 2019- It was proposed, seconded and Resolved: That the minutes of the meeting held on 8th January 2019 be approved and signed as a true record by the Chairman Unanimous

19024. ANY MATTERS ARISING NOT COVERED ELSEWHERE ON THE AGENDA (FOR INFORMATION ONLY) – Nil

19025. TO CONSIDER THE ANNUAL PARISH MEETING 2019 – The Chairman gave a brief report on the plans for the Annual Parish Meeting.

19026. TO CONSIDER PARISH COUNCIL COMMITTEE STRUCTURE- 

  • It was proposed, seconded and Resolved: That the Woodland & Cemetery Development sub-committee would close from May 2019 and the community members be thanked for all their work. Unanimous
  • It was proposed, seconded and Resolved: That all current standing committees will close in May 2019 and will be replaced by a new committee structure. Unanimous 
  • It was proposed, seconded and Resolved: That the new standing committees and sub-committee will have the provisional names of Amenities, Environment, Finance and Policy, and Executive. Unanimous

19027. TO CONSIDER MANAGEMENT OF THE VILLAGE HALL – Councillor Mrs Manders agreed to send relevant information regarding the Charity Commission to the Village Hall Management Committee.

19028. TO CONSIDER PARISH COUNCIL STANDING AND SUB-COMMITTEES

a. TO RECEIVE AND WHERE NECESSARY, ADOPT THE RESOLUTIONS FROM WITHIN THE MINUTES OF THE FOLLOWING COMMITTEE AND SUBCOMMITTEE MEETINGS

  • Planning, Lighting & Roads committee – 21st January 2019 A verbal report was given. Members accepted the report.
  • Woodland & Cemetery Development sub-committee 21st January 2019 A verbal report was given. Members accepted the report. It was proposed, seconded and Resolved: That the Parish Council accept the recommendation from the sub-committee to apply to the next Lincolnshire Co-operative Community Champion scheme in September 2019. Unanimous
  • Finance & General Purposes committee – 21st January 2019 A verbal report was given. Members accepted the report.
  • Neighbourhood Plan sub-committee – 24th January 2019 A verbal report was given. Members accepted the report.

The Parish Council thanked all those who had produced the draft plan. The plan would be sent to NKDC for a health check.
