Minutes of a meeting of Finance & General Purposes Committee held on 19th November 2018 in the Bracebridge Heath Community Library at 20:00
Present: Cllrs Fletcher, Kilcoyne, Mrs Manders (Chairman), Moran, Mrs Trought
In attendance: Mrs S Knowles, Clerk to Council

1. To consider apologies for absence and note the reason where appropriate – It was proposed, seconded and Resolved: That apologies for absence be accepted from Cllr Lowery. Unanimous
2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item
- Cllr Mrs Manders declared non-pecuniary interests in matters relating to St John the Evangelist Church and St John’s Primary Academy.
- Cllr Moran declared a non-pecuniary interest in matters relating to the Bracebridge Heath Pre-School.
- Cllr Fletcher declared a non-pecuniary interest in matters relating to the Village Hall.
3. To confirm the minutes of the meeting held 15th October 2018- It was proposed, seconded and Resolved: That the minutes of the meeting of the Finance & General Purposes Committee held on 15th October 2018 be approved as a correct record and signed by the Chairman. Unanimous
4. To consider the Community Library – A verbal update was given.
5. To consider applications for Parish Council grants -
- It was proposed, seconded and Resolved: That subject to further details a grant of £270 be awarded to the 21st Lincoln Scouts. Unanimous
- It was proposed, seconded and Resolved: That a grant of £150 be awarded to Bracebridge Heath Women’s Institute. Unanimous
- It was proposed, seconded and Resolved: That a grant of £250 be awarded to the Bracebridge Heath Friendship Club. Unanimous
- It was agreed that further information be requested from the Bracebridge Heath Neighbourhood Watch and the application be considered at the next meeting of the committee.
- It was proposed, seconded and Resolved: That a grant of £250 be awarded to the Bracebridge Heath Pre-School. Unanimous
The chairmanship of the meeting was passed to Cllr Mrs Trought.
- It was proposed, seconded and Resolved: That a grant of £200 be awarded to St John the Evangelist Church. 4 in favour 1 abstention
- It was proposed, seconded and Resolved: That a grant of £500 be awarded to St John’s Primary Academy. 4 in favour 1 abstention
The Chairmanship of the meeting was passed back to Cllr Mrs Manders.
6. To consider and review Remembrance Sunday – A verbal report was given.
7. To consider Bracebridge Heath Village Hall – It was requested that the Clerk to Council investigate costs for the refurbishment of the Village Hall.
8. To consider premises for the uniformed organisations - A verbal update was given. The Clerk to Council would contact Cllr Miss Cawrey regarding the lease at the Recreation Ground.
Cllr Moran left the meeting at 21:32 and returned at 21:33
9. To review the 2018/2019 budget – The committee reviewed income and expenditure. It was proposed, seconded and Resolved: That a cherry picker be hired to assist with the Christmas tree lights at a cost of £80+VAT. Unanimous
10. To consider 2019 – 2020 precept –A verbal report was given.
It was proposed, seconded and Resolved: That it is reaffirmed that the Village Hall Management Committee are required to ‘keep the demised premises and all fixtures and additions to the said premises [Bracebridge Heath Village Hall] in good and substantial repair and condition’. 4 in favour 1 abstention
11. To consider invoices for payment between the meetings – It was proposed, seconded and Resolved: That the following payments are made between Full Council meetings for invoices due: Unanimous

12. Additional items for the meeting of the committee- Precept.
Items of a confidential nature to be debated in the absence of the press and public {As per the Public Bodies (Admission to Meetings Act) 1960} -
It was proposed, seconded and Resolved: That the press and public be excluded from the meeting for the consideration of agenda item 16 on the grounds that it involves the likely disclosure of exempt information, as defined in the relevant paragraphs of Part 1 of Schedule 12A of the Act. Unanimous

13. To consider Parish Council staffing– It was proposed, seconded and Resolved: That the vacant post of Facilities Cleaner be advertised at 10 hours per week. Unanimous
There being no further business the Chairman closed the meeting at 22.15
