Minutes of the meeting of Bracebridge Heath Parish Council held on 5th November 2019 in Bracebridge Heath Village Hall at 19:00

PUBLIC PARTICIPATION SESSION

Police Report – Between 29th September and 5th November 2019 two crimes were recorded including one crime of criminal damage and one crime of theft. It was reported that PC Hanson was due to retire in December 2019. Members agreed to pass on thanks and appreciation for his service from Council.

County Council – LCC Councillor Cawrey reported on rescheduled meetings due to the General Election; an Ambulance Summit where partners of a new Lincolnshire Falls service met and LCC’s pledge to increase annual funding from £400k to £700k for the service; flu vaccinations and eligibility to receive a vaccination free of charge from the NHS; a meeting of the Greater Lincolnshire Partnership which met to agree closer working relationships to better meet the needs of Lincolnshire residents; the Prime Minister’s support for the Lincoln southern link road and that this was not a pledge for funding the project;  and repair works on St John’s Road in Bracebridge Heath beginning on 18th November 2019.

Cllr Cawrey gave apologies for the Remembrance Service in Bracebridge Heath and noted that she would be attending a service alongside Fire and Rescue colleagues.

Cllr Kilcoyne asked whether the Chief Executive post at Lincolnshire County Council was vacant. It was explained that the post is currently advertised.

Cllr Manders asked whether the plans for the southern link road would be affected by the result of the General Election. Cllr Cawrey explained that the new government would set their priorities and that this may have an effect on the delivery of the southern link road.

Cllr Barr asked whether emergency services had been affected by the eastern bypass roadworks. It was explained that this was possible although nothing had been officially reported.

District Council – 

  • Councillor Cawrey reported on a public consultation for NKDC’s council tax support scheme; the need to return annual canvas forms and Executive committee strategic planning meetings.
  • Councillor Moran reported on NKDC’s recognised commitment to reducing carbon emissions; the agreement of the Executive committee to ensure that wherever possible all new council homes are fitted with electricity connections enabling energy use from 100% renewable sources; the purchase of handheld air pollution monitors for use across the district and particularly in places of high levels of air pollution; and 42000 street lights being switched off between midnight and 6am.

A question was asked about the figures for residents who don’t return annual canvass forms. The answer to this was unknown 

Questions / Points raised by residents / members of the public –

Cllr Manders reported that a meeting of a new Pioneer Ministry would be taking place at the Methodist Church on Saturday 23rd November 2019 between 2 and 4pm. The Pioneer Ministry is a new innovative service, jointly provided by the United Reformed Church, the Methodist Church and the Church of St John the Evangelist. The service would seek to bring cohesion to the village and in particular to bring together residents of new and existing developments. The Pioneer Ministry is a national pilot and is in addition to existing ministers serving the village. 

Cllr Cawrey asked whether the Pioneer Minister would be invited to Council meetings. An invitation would be sent once the post was filled.

19139. MEMBERS’ CODE OF CONDUCT – REMINDER OF THE NEED FOR MEMBERS TO SUBMIT TO THE MONITORING OFFICER AT NORTH KESTEVEN DISTRICT COUNCIL ANY CHANGES TO THE CONTENT OF THEIR REGISTER OF MEMBER INTERESTS FORMS – The chairman gave a reminder of the need for members to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interests forms and the importance of the Code of Conduct.

19141. TO CONFIRM THE MINUTES OF THE MEETING HELD ON 1ST OCTOBER 2019- It was RESOLVED: That subject to minor amendments that the minutes of the meeting held on 1st October 2019 be approved and signed as a true record by the chairman.

19142. TO ELECT A VICE-CHAIRMAN OF THE COUNCIL
It was proposed that Cllr Manders be nominated for Vice-Chairman of the Council.
It was proposed that Cllr Moran be nominated for Vice-Chairman of the Council.
It was RESOLVED: That members vote by written ballot.
Council session was suspended at 19:45 while the votes were counted.
Council session resumed at 19:48.

It was RESOLVED: That Cllr Moran be elected as Vice-Chairman of the Council for civic year 2019/2020.

19143. TO CONSIDER VE DAY 2020 – Members agreed that VE Day should be observed by Council. It was agreed that a working group be set up to facilitate an event at the recreation ground. Community groups would be invited to join in. Cllrs Barr, Smith and Walker would work on the details of this event.

19144. TO CONSIDER PLANS AND ARRANGEMENTS FOR REMEMBRANCE SUNDAY 2019 – A verbal report was given on the plans for Remembrance Sunday and a report from Cllr Parr was read out. The church service was to begin at 10am. All residents and members were welcome to attend.

19145. TO CONSIDER THE BRACEBRIDGE HEATH POLICE STATION – It was agreed that a meeting would be held to discuss the possibility of a joint proposal with the Bracebridge Heath Preschool.
It was RESOLVED: That authority to discuss and consider further proposals for the police station be delegated to the Amenities committee.

19146. TO CONSIDER PARISH COUNCIL STANDING AND SUB-COMMITTEES
a. TO RECEIVE AND WHERE NECESSARY, ADOPT THE RESOLUTIONS FROM WITHIN THE MINUTES OF THE FOLLOWING COMMITTEE AND SUBCOMMITTEE MEETINGS

  • Executive committee – 1st October – Cllr Kilcoyne gave a verbal report.
  • Environment committee – 21st October – Cllr Manders gave a verbal report.

A report was given on a meeting held with representatives for Jesus College and Pegasus Group in October 2019. The meeting was to discuss new proposals for development of land north and west of Canwick Avenue. The meeting report is appended to the minutes of the meeting. It was agreed that the Bracebridge Heath Character Profile and draft policies from the emerging Neighbourhood Plan be shared with developers.

  • Finance and Policy committee – 21st October – A verbal report was given. 

It was RESOLVED: That a working party be set up for work related to the corporate image and logo. It was agreed that Cllrs Callan, Hauton, Marden and Moran be appointed to the working party.
It was RESOLVED: That Council accept the recommendation to adopt revised Standing Orders, to be implemented from 3rd December 2019.
It was RESOLVED: That Council accept the recommendation that earmarked reserves for the Woodland and Burial Ground be reduced to reflect work carried out in the financial year 2019/20, leaving £4425 in the reserve.

It was RESOLVED: That council approve the payment of the accounts.

iii. REVIEW AND CONSIDER APPROVAL OF BANK RECONCILIATIONS – It was RESOLVED: That reconciliation of bank statements numbered 285 and 286 be approved and signed by Cllrs Hauton and Marden respectively.

iv. TO REVIEW BUDGET, INCOME AND EXPENDITURE – The budget was reviewed. 
The clerk to council reported that there was a problem with blocked drains at the pavilion and Anglian Water had been authorised to carry out work to fix this as a matter of urgency. Any costs would be reported back at the next meeting of Council. It was RESOLVED: That the clerk to council be given delegated authority to incur expenditure as appropriate to resolve the issue.

The clerk to council reported that a streetlight on the footpath off Kennedy Road was faulty. Repair would involve installation of a new column. Further details would be provided to the Environment committee.

Thanks were to be passed on to the Council’s caretaker for keeping the village clear of litter. This was remarked upon in the report from the Best Kept Village Competition.

19150. TO REVIEW AND CONSIDER COUNCILLOR AND EMPLOYEE CPD
a. To consider training and development needs and opportunities – Permission was granted for the clerk to attend the Clerk’s Networking Day on 27th November 2019 provided by LALC.
It was RESOLVED: That Cllr Kilcoyne’s request to use documents from Bracebridge Heath Parish Council as appropriate as part of his CILCA portfolio be accepted.
b. To receive reports on training and development attended or completed – Verbal reports were given on the LALC AGM and conference including sessions on consultation and engagement and emergency planning.

Meeting with representatives from Jesus College & Pegasus Group – 10th October 2019

Present: Cllrs F Adeyemi, J Kilcoyne and S Manders.
Representative from Pegasus Group, Mr Guy Longley; representative from Jesus College, Mr David Stevenson.
Clerk to Council, Mrs S Knowles was also present.

The meeting discussed the indicative proposals for land owned by Jesus College on the site currently known as ‘Canwick Heath’, north and west of Canwick Avenue and east of London Road. 

The proposal has been reworked following previous consultations. It includes the provision of 450 homes with a density of around 30 properties per hectare. Officers at NKDC are firm with developers that any proposals need to remain as close as possible to the masterplan already outlined. The developers are still carrying out further work to the modelling, traffic and travel plans for the site with a view to creating a package for submission to NKDC in late 2019/ early 2020. 

Highway modelling and design is now complete but work will continue on the surrounding road network and junctions related to the site.

Site design:

Primary school - The plan includes provision of a primary school at the bend on Canwick Avenue, opposite the entrance to Bath Road. However, the access point to the site has been relocated to closer to the centre of the development rather than off the corner/bend at Canwick Avenue.

The primary school has initially been planned for a one form entry with the option to extend to two/three form entry in the future. The proposed site is 2.0 hectares in size. 

Retail/local centre – The proposal provides for small retail and a local centre to the north of the proposed primary school. The access and road designs for these sites are co-located for practicality. The retail area or local centre could contain a small co-operative type store and possibly a community building.

Housing design/mix – the plan did not include details of housing design or mix but the developer verbally stated that they are looking to include a mix of 2, 3 and 4-bedroom homes. The height of the properties is likely to be a maximum of 2.5 storeys. Housing type, design and tenure will be pepper potted across the development.

Green wedge – A green separation zone has been included in the plans mirroring the concept plan for the area. This also included a large green area at the top of Canwick Hill overlooking the South Common towards Lincoln.

Views - The proposal included provision to maximise existing views of the Cathedral and over Lincoln and to the east of Bracebridge Heath towards the Lincolnshire Wolds.

Drainage infrastructure – SUDS have been included in the proposal and are considered to also act as an ecological resource.

Councillors stated that the Parish Council are keen to see the following included in plans:

  • Good pedestrian access to the site
  • Good provision for cycling
  • Visitor parking provision
  • The option for the Parish Council to manage the green spaces and play areas
  • A maximum of 2-storey properties
  • Design context to fit with other Bracebridge Heath developments – feature wall etc
  • Retention of a green separation zone between Bracebridge Heath and other developments and Lincoln.
  • Retention of existing views wherever possible

Next steps for Jesus College and Barratt Homes – Discuss the proposals informally with NKDC and meet with Canwick Parish Council.

There were currently no plans for a public consultation as this had been carried out previously. Councillors stated that further public consultations would be appreciated by members of the public and residents.
