Minutes of the meeting of Bracebridge Heath Parish Council held on 1st October 2019 in Bracebridge Heath Village Hall at 19:00

Present: Cllrs J Kilcoyne (Chairman), F Adeyemi (arrived at 19:02), C Barr, C Broad, C Callan, S Manders, V Marden, J Moran, D Parr, A Smith, K Trought, A Walker.
Cllr L Hauton was co-opted and joined the meeting at 19:18.
District Cllr Burley was present 
Clerk to Council, Mrs S Knowles was present
1 member of the public was present.

PUBLIC PARTICIPATION SESSION

Police Report – Between 3rd and 29th September five crimes were recorded including two crimes of theft; one crime of residential burglary; and two crimes of criminal damage. Five youths have been dealt with by means of restorative justice following criminal damage caused by throwing stones at cars on Cross O’ Cliff Hill.

County Council – LCC Cllr Cawrey was not in attendance. Apologies were given on her behalf.

Cllr Adeyemi arrived at the meeting at 19:02.

District Council – 

  • Councillor Burley reported on a meeting of the Environment panel; NKDC’s pledge to reduce carbon footprint to 0 by 2040 and the establishment of a task and finish group for trees; energy from waste facility reaching 1m tonne target for the county’s waste; antisocial behaviour action taken following a referral from Ruskington; the requirement to complete household enquiry forms; a meeting of the Planning committee on 8th October when the Linden Homes application off Westminster Drive will be discussed.
  • Councillor Moran – nothing additional to report.

19124. MEMBERS’ CODE OF CONDUCT – REMINDER OF THE NEED FOR MEMBERS TO SUBMIT TO THE MONITORING OFFICER AT NORTH KESTEVEN DISTRICT COUNCIL ANY CHANGES TO THE CONTENT OF THEIR REGISTER OF MEMBER INTERESTS FORMS – The chairman gave a reminder of the need for members to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interests forms and the importance of the Code of Conduct.

19125. TO RECEIVE MEMBERS’ DECLARATIONS OF DISCLOSABLE PECUNIARY, NON-DISCLOSABLE PECUNIARY OR NON-PECUNIARY INTERESTS IN RELATION TO ANY AGENDA ITEM – Nil

19126. TO CONFIRM THE MINUTES OF THE MEETING HELD ON 3rd September 2019- It was proposed, seconded and Resolved: That the minutes of the meeting held on 3rd September 2019 be approved and signed as a true record by the chairman. 11 in favour 0 opposed 1 abstention

19127. TO CONSIDER PARISH COUNCILLOR VACANCIES – An application had been received from Mrs L Hauton.
It was proposed, seconded and Resolved: That Council session be suspended to enable Mrs Hauton to address Council. Unanimous

Council session was suspended at 19:08

Mrs Hauton gave a brief address.

Council session resumed at 19:10

Mrs Hauton and Cllr Burley left the room for the discussion relating to Mrs Hauton’s application for co-option.

It was proposed, seconded and Resolved: That Mrs Hauton be co-opted to Council. Unanimous

Cllr Burley and Mrs Hauton re-joined the meeting.

The Declaration of Acceptance of Office was received and Cllr Hauton joined the meeting as a member of Council at 19:18.

19128. TO CONSIDER THE REPORT OF THE EXTERNAL AUDITOR- Members reviewed the external audit report. No issues were identified and no action was required.

19129. TO CONSIDER VE Day 2020 – It was agreed that the clerk to council would contact community organisations to determine whether any plans had already been made locally. Council was keen to support commemorative events in the community.

19130. It was proposed, seconded and Resolved: That the order of business be altered. Agenda item 8 ‘ To consider the Bracebridge Heath Police Station’ be moved to the end of the agenda at item 14. 12 in favour 1 opposed 0 abstentions

19131. TO CONSIDER PARISH COUNCIL STANDING AND SUB-COMMITTEES

a. TO RECEIVE AND WHERE NECESSARY, ADOPT THE RESOLUTIONS FROM WITHIN THE MINUTES OF THE FOLLOWING COMMITTEE AND SUBCOMMITTEE MEETINGS

  • Neighbourhood Plan sub-committee – 16th September – Cllr Manders gave a verbal report. The draft Neighbourhood Plan had been provided to members before the meeting.
  • Environment committee – 16th September – Cllr Manders gave a verbal report.

Q - Cllr Barr asked if any details had been provided about the responsibility for the maintenance of the hedge on the western boundary of the proposed development at Canwick Avenue/Westminster Drive? 
A – No details had been provided. It is likely that residents will be responsible for hedge maintenance and there may be information contained within the deeds of their properties.

A meeting had also taken place with the Church Commissioners for England on 24th September 2019. The meeting was to discuss proposals for the land allocated for development to the south of Bracebridge Heath. A verbal report was given.

It was reported that the Neighbourhood Plan sub-committee had agreed to hold an additional meeting on Monday 4th November 2019.

vi. Bracebridge Heath Village Hall Management Committee – Cllr Adeyemi – No meeting in August. It was requested that the committee be advised that user groups were still unaware of the amendments to the hire charges.
vii. Cliff Cluster of Parish Councils Leadenham to Bracebridge Heath – Cllrs Manders & Trought – No meeting.
viii. Lincolnshire Association of Local Councils – Cllr Kilcoyne – Cllr Kilcoyne reported that the number of attendees for training events had increased; a reminder that subscriptions for local councils were increasing by 0.5p per elector. A reminder was given about the LALC AGM and conference at the Bentley Hotel on 15th October.

It was proposed, seconded and Resolved: That council approve the payment of the accounts. Unanimous

The clerk to council reported that a previously resolved payment to the Church of St John the Evangelist remained unpaid due to a lack of signatories without a declared interest. It was suggested that Cllr Kilcoyne sign the cheque despite his declared nonpecuniary interest as the Council representative for the Church.

Cllr Manders declared a non-pecuniary interest in matters relating to the Church of St John the Evangelist at 20:08 

It was proposed, seconded and Resolved: That Council give permission for Cllr Kilcoyne to sign the cheque in the absence of any other signatory. 11 in favour 0 opposed 2 abstentions

iii. REVIEW AND CONSIDER APPROVAL OF BANK RECONCILIATIONS – It was proposed, seconded and Resolved: That reconciliation of bank statements numbered 283 and 284 be approved and signed by Cllrs Smith and Broad respectively. Unanimous

iv. TO REVIEW BUDGET, INCOME AND EXPENDITURE – The budget was reviewed. No concerns were raised.

It was proposed, seconded and Resolved: That Council permit a resident to purchase and install a memorial plaque on to the bench on Grantham Road. Unanimous
Correspondence was received about speeding on Red Hall Farm Lane. It was agreed that the clerk to council contact the Lincolnshire Road Safety Partnership for advice regarding actions that could be taken.

19135. TO REVIEW AND CONSIDER COUNCILLOR AND EMPLOYEE CPD
a. To consider training and development needs and opportunities – Nil
b. To receive reports on training and development attended or completed – Verbal reports were given on the New Councillor Training Day. Cllr Parr reported on the GDPR and Freedom of Information Act training event.

19136. TO CONSIDER ITEMS FOR INCLUSION ON THE AGENDA FOR THE NEXT MEETING – VE Day, Remembrance Sunday, venue for Parish Council meetings. Appointment of a vice-chairman would be added to the agenda in December.

19137. TO CONSIDER THE BRACEBRIDGE HEATH POLICE STATION - It was proposed, seconded and Resolved: That the press and public be excluded from the meeting for the consideration of the following item on the grounds that it involves the likely disclosure of exempt information (commercially sensitive), as defined in the relevant paragraphs of Part 1 of Schedule 12A of the Act. Unanimous

Cllr Barr left the meeting at 20:43.
Cllr Barr returned at 20:44.

It was proposed, seconded and Resolved: That an expression of interest be made to the Police and Crime Commissioner regarding the future use of the Bracebridge Heath Police Station. 12 in favour 1 opposed 0 abstentions

It was proposed, seconded and Resolved: That further discussions and decisions on the matter be delegated to the Finance & Policy committee if necessary. Unanimous
