Minutes of a meeting of the Planning, Lighting & Roads Committee held in Bracebridge Heath Community Library on 17th September 2018 at 19:00

1. To consider apologies for absence and note the reason where appropriate
- It was proposed, seconded and Resolved: That apologies for absence be accepted from Cllr Lowery.

2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item Nil
3. Minutes of the meeting held on 20th August 2018 It was proposed, seconded and Resolved: That the minutes of the meeting held on 20th August 2018 be approved and signed as a true record by the Chairman.
4. To consider planning applications
18/1041/HOUS 45 Bath Road – It was proposed, seconded and Resolved: No objections to the proposed development but should permission be granted Council request that a condition is applied to ensure that the property cannot be used for business purposes.
17/1563/VARCON - Building A, Unit 5, Churchill Business Park– It was proposed, seconded and Resolved: That Council objects to the proposal to change opening hours for the gymnasium business on Churchill Business Park. Council believe that there are insufficient parking spaces during the day to support customer and employee parking. Council feel that the D2 category that this business falls into is unsuitable for the site and incompatible with the existing B2 category. Furthermore, planning permission was granted originally because the restriction of operating hours was deemed to be an ancillary use for the unit. Increasing the hours of operation can no longer be seen as an ancillary to the B category use within the site.
Council note that the outside space within the car park is also used by the business for training during the permitted operating hours. This is evident on the company’s website. The additional vehicles on the site created by increasing the opening hours is incompatible with this current use of the space and raises concerns about public safety during the hours of operation.
5. To receive a report on planning decisions received The report was accepted by members.
6. To receive a report from the meeting with the Church Commissioners A verbal report was given.

9. To receive a report on street lighting faults and repairs A verbal report was given on streetlighting repairs
