Minutes of the meeting of Bracebridge Heath Parish Council held on 2nd April 2019 in Bracebridge Heath Village Hall at 19:00

PUBLIC PARTICIPATION SESSION
Police Report – Between 5th March and 2nd April 2019 two crimes were recorded including commercial burglary and theft.

County Council – Cllr Miss Cawrey was not in attendance.

District Council – 

  • District Councillor Burley reported on North Kesteven District Council’s (NKDC) Community Champion Awards; a meeting with Western Power and electricity requirements for the future; and the adoption of NKDC’s new Open Spaces Strategy.
  • District Councillor Gallagher reported on new payment machines at Sleaford’s car parks; nominations for district and parish council elections close on 3rd April 2019 at 4pm; and road closures relating to the bypass construction.

PUBLIC COUNCIL SESSION
Cllr Kilcoyne noted that this was the last full council session before the election on 2nd May 2019. Cllr Kilcoyne thanked District and Parish members for their contributions.

19048. MEMBERS’ CODE OF CONDUCT – The Chairman gave a reminder of the need for members to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interests forms and the importance of the Code of Conduct.

19050. TO CONFIRM THE MINUTES OF THE MEETING HELD ON 5th March 2019- It was proposed, seconded and Resolved: That the minutes of the meeting held on 5th March 2019 be approved and signed as a true record by the Chairman 10 in favour 0 opposed 1 abstention

19051. ANY MATTERS ARISING NOT COVERED ELSEWHERE ON THE AGENDA (FOR INFORMATION ONLY) – Nil

19052. TO CONSIDER THE BEST KEPT VILLAGE COMPETITION 2019 – It was proposed, seconded and Resolved: That with its powers under section 137 of the Local Government Act 1972 the Council should incur the following expenditure, which, in the opinion of the council, is in the interests of its inhabitants and will benefit them in a manner commensurate with the expenditure: - £30.00 to enter the Best Kept Village Competition 2019. Unanimous

19053. TO CONSIDER REMEMBRANCE SUNDAY 2019 – It was agreed that an application for a Temporary Traffic Regulation Order be submitted to Lincolnshire County Council in respect of the road closures required for Remembrance Sunday 2019.

Cllr Ward volunteered to attend the highways and police parade seminar in June 2019.

It was agreed that the Bracebridge Heath Women’s Institute would be invited to provide refreshments after the service and the Clerk to Council would contact Rev. Jacqueline Bell to confirm the timings of the event.

19054. TO CONSIDER ADOPTION OF A REVISED CODE OF CONDUCT FOR MEMBERS – It was proposed, seconded and Resolved: That the North Kesteven District Council revised code of conduct be adopted by Bracebridge Heath Parish Council. Unanimous

It was proposed, seconded and Resolved: That Council approve the payment of the accounts Unanimous
The clerk reported that, due to corrosion of the metal base, a CCTV column had fallen on Sunday 31st March 2019 and another was also at risk of collapse. The clerk reported that as this was an urgent safety matter a contractor had been authorised to remove the post as soon as possible. The cost of this work was not known.

iii. REVIEW AND CONSIDER APPROVAL OF BANK RECONCILIATIONS – It was proposed, seconded and Resolved: That reconciliation of bank statements numbered 270 and 271 be approved and signed by Cllrs Mrs Stamp and Ward respectively. Unanimous

iv. TO REVIEW BUDGET, INCOME AND EXPENDITURE TO 31st MARCH 2019- Members discussed the 2018-2019 budget. Year end accounts would be completed in due course.

It was proposed, seconded and Resolved: That permission be given for St John’s Primary Academy to install a safety barrier on Councils land; the barrier to be installed at the exit of the school on Red Hall Lane and adjacent to the grass verge. 10 in favour 0 opposed 1 abstention

Cllr Kilcoyne requested to attend the Eastern Bypass tour.

It was noted that the application to carry out works on trees subject to preservation orders within the woodland walk and cemetery had been approved by North Kesteven District Council. 

It was proposed, seconded and Resolved: That the press and the public be excluded from the meeting for the consideration of this part of the meeting on the grounds that they involve the likely disclosure of exempt information, as defined in the relevant paragraphs of Part 1 of Schedule 12A of the Act Unanimous

It was proposed, seconded and Resolved: That the matter regarding access to Red Hall Lane be referred to council’s solicitors. Unanimous
