Minutes of a meeting of the Planning, Lighting & Roads Committee held in Bracebridge Heath Community Library on 15th April 2019 at 19:00

1. To consider apologies for absence and note the reason where appropriate – It was proposed, seconded and Resolved: That apologies for absence be accepted from Cllr Clements.
2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item –
Cllr Manders and Cllr Trought declared a non-pecuniary interest in relation to planning application 19/0345/FUL- 88 Grantham Road.
3. Minutes of the meeting held on 18th March 2019- It was proposed, seconded and Resolved: That the minutes of the meeting held on 18th March 2019 be approved and signed as a true record by the Chairman.
4. To consider planning applications:
- 19/0155/HOUS – 42 Stane Drive – No comments or objections.
- 19/0168/HOUS - 2 Worcester Close – It was proposed, seconded and Resolved: That council object to the application on the grounds that the extension will not be in keeping with other properties in the vicinity. In particular, the lean-to style roof is not commonplace in the area. The site will be visible from the highway, contrary to what is stated on the application. Council objects to the application based on the visual appearance and impact of the extension.
- 19/0345/FUL– 88 Grantham Road – It was proposed, seconded and Resolved: That Council consider the development to be an improvement on the existing land and that the proposed design and external appearance of the properties will be in keeping with others in the vicinity. Council do not wish to object to the application but consider that a site investigation should be undertaken to determine the nature and extent of any land contamination. The site was formerly used as a petrol station/garage and as such any remediation requirements should be investigated. Council would also like to see further details and confirmation of the access arrangements to the site. Council are concerned that using shared access onto Grantham Road (via the three existing terraced properties) will reduce the total number of parking spaces available. Should the authority be minded to grant permission for this development, Council would like to request that the conditions applied to application 13/0125/FUL and specifically those listed under condition 5 of the decision notice, be applied to this application.
5. To receive a report on planning decisions received – A written report was received and accepted by members. In relation to the approved planning application for 58 London Road, it was agreed that the clerk to council investigate the condition of the bus shelter next to the property.
It was reported that the category of use for a property at Cathedral Heights had been altered from a residential flat to a multi-occupancy residence. District Councillor Burley had reported this to officers at North Kesteven District Council.
6. To consider highways and roads – Cllr Kilcoyne gave a verbal report about the tour of the Lincoln eastern bypass.
7. To receive a report on street lighting faults and repairs – A verbal report was given.
8. Items for the agenda of the next committee meeting - Nil
