Minutes of a meeting of Bracebridge Heath Parish Council held at the Pavilion on 15th March 2022 at 7pm
 
Present: Cllrs C Barr, C Broad, C Callan, J Kilcoyne, S Manders, V Marden, J Moran, A Smith, K Trought and Walker, D Warren.
In attendance: Clerk to Council, Mrs S Knowles
No members of public were present
 
Chairman’s welcome and announcements
The Chairman welcomed everyone to the meeting. Thanks were given to all members of the sub-committee, including existing and former members, for their contributions in progressing and finalising the Neighbourhood Plan. The sub-committee was congratulated on the successful adoption of the Plan. Thanks were also given to the NKDC Elections team for managing the referendum process.
The Chairman thanked Cllr Broad for speaking on behalf of the Council at the recent NKDC Planning Committee.
The Chairman announced that Cllr John Kilcoyne had given notice of intention to resign from the position of Parish Councillors. Thanks were given to Cllr Kilcoyne for his contribution and service to the Council and the community.
 
PUBLIC PARTICIPATION SESSION

Questions or points raised by residents and members of the public –
 
Cllr Manders raised the following points:
- St John’s Primary Academy welcomed Amanda Spielman, HM Chief Inspector of Education, who visited the school recently.
- That the school had been made aware of safety concerns relating to the vehicular exit for the Co-op car park on Grantham Road and  requested that the Parish Council write to the co-op about concerns for children’s safety.
- That work to demolish the church hall at St John the Evangelist Church would be beginning on the week commencing 28th March 2022 and the car park would be unavailable for the duration of the work.
- Branston Foodbank is available to residents of Bracebridge Heath. It was agreed to put details of the foodbank on the council’s website.

Code of conduct reminders
Nolan Principles
Members were reminded of the Nolan Principles which underpin the Council’s Code of Conduct - Selflessness, integrity, objectivity, accountability, openness, honesty & leadership.
 
Register of interests
The Chairman reminded members that they should submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interest forms. Interests should be declared in accordance with the Code of Conduct.

22013. DECLARATIONS OF INTEREST
a. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT – Cllr Kilcoyne declared a pecuniary interest in matters relating to LALC for which a dispensation has been given. Cllr Kilcoyne also declared a non pecuniary interest in matters relating to Citizen’s Advice Mid Lincs.
Cllr Trought declared a non-pecuniary interest in matters relating to quotations for a condition survey.
Cllr Moran declared a non-pecuniary interest in matters relating to North Kesteven District Council and the Bracebridge Heath Village Hall.
 
b. TO RECEIVE AND CONSIDER MEMBERS’ REQUESTS FOR DISPENSATIONS IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT AND STANDING ORDERS – Nil.

22017. TO RECEIVE A REPORT AND WHERE NECESSARY, ADOPT THE RESOLUTIONS FROM WITHIN THE MINUTES OF THE FOLLOWING COMMITTEE AND SUB-COMMITTEE MEETINGS:

  1. Environment committee – 17th January 2022 – Verbal report given. No recommendations
  2. Finance and Policy committee – 7th February 2022 - Verbal report given. Recommendations to Full Council included on agenda - Risk Register and Action Plan.
  3. Environment committee – 21st February 2022 - Verbal report given. No recommendations#

22018. TO RECEIVE A REPORT ON DECISIONS MADE USING DELEGATED AUTHORITY

  • Purchase of items to participate in the Summer Reading Challenge at the library. Total commitment is in the region of £80 for normal resources and £125 for a Summer Reading Challenge banner that can be used each year. The deadline to request items was 17th January and between meetings.
  • Hire of a skip to enable work to go ahead on the Highways Volunteering Scheme. The majority of the unsafe coping stones from the limestone wall surrounding the cemetery has now been removed. A small section remains as this could not be removed without causing damage to other sections of the wall.  The cemetery signage has also been installed. Thanks go to Cllr Cawrey for nominating our project and to Highways for organising this.
  • Repair of the timer for the MUGA lights at the Pavilion. The timer itself is broken which is preventing the lights from switching on. Repair not yet completed but delegated authority given to spend up to £200 to carry out work.
  • Closure of the Bracebridge Heath Community Library on the grounds of safety. The leak in the porch area and parts of the main section of the library posed a safety risk due to the proximity with electrical installations. 
  • Payments between meetings as listed at minute 22015.
 

22019. TO CONSIDER DISSOLUTION OF THE NEIGHBOURHOOD PLAN SUB-COMMITTEE – It was RESOLVED: That following fulfilment of the Terms of Reference, the Neighbourhood Plan sub-committee be formally dissolved by the Full Council.

 

22020. TO REVIEW MEMBERSHIP AND CONSIDER APPOINTMENTS TO COUNCIL STANDING AND SUB-COMMITTEES - It was RESOLVED: That Cllr Warren be appointed to the Amenities committee, Environment Committee and Finance and Policy Committee.

 

22021.TO RECEIVE REPORTS FROM COUNCIL REPRESENTATIVES TO OUTSIDE ORGANISATIONS:-

22022. TO CONSIDER THE COUNCIL’S RISK REGISTER -  It was RESOLVED: That the Risk Register v1.3 be adopted.

22023. TO CONSIDER THE COUNCIL’S ACTION PLAN -  It was RESOLVED: That the Action Plan v1.1 be adopted.

22024. TO ACCEPT AND SIGN THE LEASE FOR THE BRACEBRIDGE HEATH COMMUNITY HUB – It was RESOLVED: That the lease be accepted and signed.

22025. TO CONSIDER SUPPORT FOR THE MODEL MOTION FOR LOCAL AUTHORITY REMOTE AND HYBRID MEETINGS– It was RESOLVED: That Bracebridge Heath Parish Council supports the petition launched by ADSO and LLG on 5 January with regard to remote and hybrid meetings. We agree to write to the Secretary of State for Levelling Up, Housing and Communities calling on the Government to change the law to allow councils the flexibility to hold such meetings when they deem appropriate within agreed rules and procedures.

22026. TO CONSIDER THE FUTURE MANAGEMENT AND OPERATION OF THE BRACEBRIDGE HEATH VILLAGE HALL – It was RESOLVED: That the Council terminates the lease with the Village Hall Management Committee with notice to be given as appropriate. Council instructs Wellers Hedleys Solicitors to give notice on behalf of the Council.

It was RESOLVED: That Council carries out a professional condition survey of the Bracebridge Heath Village Hall to ascertain the state of repair of the building.

It was RESOLVED: That notice is provided to the Bracebridge Heath Village Hall Management Committee of the Council’s intention to access the building for the purpose of carrying out a condition survey.

 

22027. TO CONSIDER ITEMS FOR INCLUSION ON THE AGENDA FOR THE NEXT MEETING - Nil

Items of a confidential nature to be debated in the absence of the press and public. Under the Public Bodies (Admission to Meetings) Act 1960 (due to the confidential nature of business)

22028. TO CONSIDER QUOTATIONS FOR A CONDITION SURVEY OF THE BRACEBRIDGE HEATH VILLAGE HALL – It was RESOLVED: That the quotation from Pygott and Crone (William Downing) to conduct a condition survey be accepted.

22029. TO CONSIDER LEGAL MATTERS RELATING TO RED HALL FARM LANE – a verbal report was given.
