Minutes of the meeting of Bracebridge Heath Parish Council held on 6th November 2018 in Bracebridge Heath Village Hall at 19:00

PUBLIC PARTICIPATION SESSION
- Police Report - Between 2nd October and 6th November 2018 three crimes were recorded including one crime of attempted burglary, one crime of theft and one crime of criminal damage. Enquiries are ongoing.
- County Council – Cllr Miss Cawrey reported on Council gritters being blessed; safeguarding investigation at Kisimul School in Swinderby, £50m secured for Special Education Needs ensuring 500 new places for children with Special Education Needs; funds set aside by Lincolnshire County Council for the ceiling works at Bracebridge Heath Community Library.
Q: Why are temporary signs still in place for the International Bomber Command Centre?
A: The situation is still live with ongoing safety concerns about the ghost island outside the Centre. Traffic is being directed through Bracebridge Heath to avoid the use of the ghost island. Discussions are ongoing.
Q: When will the streetlighting be reconfigured to ensure lights are on at the appropriate times following the clock change for Daylight Saving Time?
A: A gradual adjustment takes places following the clock change ensuring that streetlighting is on at the appropriate times.
Q: In relation to the question about the International Bomber Command Centre signage, how long can Temporary Traffic Restriction Orders and signage be in place once the event is finished?
A: A maximum of 6 months.
- Cllr Miss Cawrey also reported on the roadworks relating to the construction of the Eastern Bypass. Heighington Road will be closed for 11 months beginning on 20th November 2018.
District Council
- District Councillor Miss Cawrey reported on NKDC winning a Sports Award in the Active Workplace category; £1.29m funding for the refurbishment of the National Centre for Craft and Design and the public consultation for this; and North Kesteven District Council Corporate Plan consultation.
- Cllr Gallagher reported on the appointment of Philip Roberts as the new Deputy Chief Executive of NKDC; Training on fraud awareness; resignation of Lisa Tidy, Democratic Services Officer; Neighbourhood Watch coffee morning on Saturday 24th November 2018; and Cllr Gallagher to attend the Remembrance Day Service at Bracebridge Heath.
- Cllr Burley reported on a local democracy event at two schools where mock elections were held by young people; NKDC community champions awards at the International Bomber Command Centre; travel planner through Access Lincoln; Mrs Smith’s Cottage in Navenby securing an additional £403,000 to fund the second part of the restoration; the waste depot at Metheringham visited by other local authorities; NKDC Chairman’s charity quiz night in January; and possible closure of the Local Access Point at Waddington.
Questions / Points raised by residents / members of the public – A resident raised concerns about premises for the uniformed organisations, primarily the 21st Lincoln Scouts. The Scout hut at St John’s the Evangelist Church has recently been condemned as it was unsafe for use. The Scouts require a more permanent premises as hiring rooms on a weekly basis is financially unsustainable. Currently the Beavers meet on a Monday evening and the Cubs meet on a Tuesday evening and are using the Methodist Church Hall and plan to use the hall and field at St John’s Primary Academy during the summer months. The Scouts are looking for land to lease in order to site a permanent or temporary building.
Cllr Lowery declared a non-pecuniary interest in matters relating to the 1st Bracebridge Heath Brownies at 19:28
Cllr Gallagher commented that s106 money will be available from local developments but it was felt that this would be a longer-term solution.
Q: Is it possible to share resources and premises with other uniformed organisations?
A: The funding for a building would not be available to use for shared premises. The Scouts would need to be the sole leaseholder in order to access the funding.
Q: Would a portacabin be suitable for use?
A: A temporary structure or portacabin would be suitable.
It was suggested that the possibility of siting a cabin at the recreation ground be considered. This land is currently leased to Bracebridge Heath Parish Council from North Kesteven District Council (NKDC). Cllr Miss Cawrey agreed to investigate this possibility with officers at NKDC.
Cllr Fletcher suggested that the St John's Square amenity area would be a possibility as the majority of the land is owned by Parish Council. The Clerk to Council would begin to investigate this as a possibility. As part of the land is owned by NKDC, Cllr Miss Cawrey agreed to follow this up with officers at NKDC.
Q: How long are you sustainable for in current situation?
A: Around 3 years but this requires increases in the subscriptions.
PUBLIC COUNCIL SESSION
The Chairman gave a reminder of standing order 2g regarding the use of mobile phones. A reminder was also given about standing orders 30 and 31 regarding the rules of debate.
Cllr Moran was welcomed to Council.

18138. MEMBERS’ CODE OF CONDUCT – The Chairman gave a reminder of the need for members to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interests forms and the importance of the Code of Conduct.

18142. TO CONSIDER REMEMBRANCE SUNDAY 2018 – A verbal report was given on the number of volunteers and the arrangements for the event.
- It was proposed, seconded and Resolved: That a set of eight radios be purchased for use on Remembrance Sunday at the cost of £114.99 plus delivery. Unanimous
- It was proposed, seconded and Resolved: That if the item is unavailable that the Clerk to Council be given authority to purchase an equivalent item. Unanimous
- It was proposed, seconded and Resolved: That an additional six hi-vis vests and other safety items are purchased for use on Remembrance Sunday. Unanimous

Cllr Mrs Stamp left the meeting at 20:29 and returned at 20:31.

- To consider training and development needs and opportunities – Cllr Moran was invited to look at the training schedule provided by LALC. The Clerk to Council recommended that the Village Caretaker attend a training course for playground inspections.
