Minutes of a meeting of the Environment committee held at the Bracebridge Heath Library on 15th November 2021 at 19:00
Present: Cllrs Broad, Manders, Smith, Trought, Walker.
In attendance: Mrs Stacey Knowles – Clerk to Council.
Mr Pete Tuckerman – Deputy Clerk to Council.
1. To consider apologies and accept valid reasons for absence – Nil
2. Declarations of Interest:
a. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT – Cllr Manders declared a non-registerable interest in relation to St Johns primary school.
b. TO RECEIVE AND CONSIDER MEMBERS’ REQUESTS FOR DISPENSATIONS IN ACCORDANCE WITH THE ADOPTED CODE OF CONDUCT AND STANDING ORDERS. - Nil
3. To confirm the minutes of the Environment committee held on 18th October 2021 - It was Resolved: That the minutes of the meeting held on 18th October 2021 be approved and signed as a true copy by the chairman.
4. To consider planning applications –
21 1344 HOUS – 44 Lichfield
No objections from Bracebridge Heath Parish Council, however the following question is to be noted.
Why is the roof to the new garage not in keeping with the house roof, for aesthetics purposes?
21 1474 FUL – The Old Brickyard, Brant Road, Waddington
No objections from Bracebridge Heath Parish Council however the following condition needs to be noted.
The garage is not used on a Sunday and not past 17:00 on a Saturday.
21 1538 HOUS – 18 Main Avenue
No objections from Bracebridge Heath Parish Council.
21 1542 PNTEL – ESSO Sleaford Road
No objections from Bracebridge Heath Parish Council however the following concern needs to be noted.
The PC have concerns that the mast only caters for 2 of the 4 major mobile phone providers. Furthermore, there is no scope for adding equipment with a mast of the planned dimensions and weight restrictions. This has the potential to not give all the BBH residents a mobile phone coverage fit for purpose.
PL 0145 21 - St Johns Primary School
Bracebridge Heath Parish Council Object to this application with the following comments,
The application is factually incorrect.
This is a Retrospective application and has been since 2001.
The PC have questioned whether the possibility of a permanent solution has been considered.
21 1261 PNND - Cross O’Cliff Court (amendment)
The council continues to Object to this application and ask that NKDC refuse this application at the present time. PC state that the reasons for objection remain extant as of the comments submitted to NKDC on 25 September 2021.
Bus stop clearway
The Council have no objection to this request going ahead.
5. To receive a report on Planning decisions. Bracebridge Heath Parish Council made the following comments on the Planning decisions.
21/1194/FUL – NKDC are to ensure the Shepherds Hut is removed by the stipulated date of 3rd November 2026.
21/1097/FUL – The Published Admissions Number for LSST Priory Academy is not being increased despite the potential addition of classrooms.
6. To consider the Environment Committee Action Plan – It was Resolved: That maintenance and repair of the Bracebridge Heath
bus shelters is to be added to the Action Plan.
7. To consider the Environment Committee Budget for the financial year 2022 - 2023 – It was Resolved: that the budget of £20,798.20 be put forward to the next full council meeting for approval.
8. Items for the agenda of the next committee meeting. – Planning Applications, Tree Preservation Orders, Tree Planting locations with the Events Group update, Bracebridge Heath Bus Shelters.
There being no further business the chairman closed the meeting at 19:47.
