Minutes of the meeting of Bracebridge Heath Parish Council held on 2nd October 2018 in Bracebridge Heath Village Hall at 19:00

PUBLIC PARTICIPATION SESSION

  • Police Report - Between 2nd September and 2nd October 2018 four crimes of theft were recorded. Enquiries are ongoing.
  • County Council – Cllr Miss Cawrey was not in attendance.
  • District Council – District Councillor Gallagher reported on the resignation of Karen Bradford, Monitoring Officer and the monitoring officer role to be conducted by a shared services solicitor; North Hykeham’s Neighbourhood Plan was approved; following a community governance review of Swaton Parish Council the number of Parish Councillors would increase from five to seven; NKDC Chairman’s Charity Film Night; polling station review; and breaches of criminal behaviour orders upheld in the Magistrates court and fines issued.
  • District Councillor Burley reported on new powers for district councils to deter and prevent anti-social behaviour; NKDC receiving the gold standard for cyber security; aviation heritage funding awarded from NKDC to Friends of Metheringham Airfield; Community Champion awards and the nomination of Bracebridge Heath resident Derek Robinson; waste partnership and advice on recyclable waste; empty property charges.

Q: What is the process for reporting vehicles parked on amenity land? A vehicle is reported to be parking near Sycamore Grove, Bracebridge Heath.
A: Obtain vehicle registration numbers and report this to North Kesteven District Council.

18125. MEMBERS’ CODE OF CONDUCT – The Chairman gave a reminder of the need for members to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interests forms and the importance of the Code of Conduct.

18129. TO CONSIDER THE EXTERNAL AUDIT REPORT – Members reviewed the external audit report. No issues were identified. Thanks were given to the Clerk to Council for achieving a report without exception. 

18130. TO CONSIDER REMEMBRANCE SUNDAY 2018 - It was reported that 16 volunteers had come forward to assist as road stewards. The equipment required for the event was to be delivered and it was agreed with permission from the Village Hall Management Committee that the items be stored on the stage in the village hall until further notice.

  • Neighbourhood Plan sub-committee – 27th September 2018 It was proposed, seconded and Resolved: That the press and the public be excluded from the meeting for the consideration of this part of the meeting on the grounds that they involve the likely disclosure of exempt information, as defined in the relevant paragraphs of Part 1 of Schedule 12A of the Act Unanimous

The public were excluded from Council Session at 19:41.

It was proposed, seconded and Resolved: That a statement regarding the termination of the relationship with the former Neighbourhood Plan Steering Group be published on Council’s website. A link would be shared on Council’s social media account and commenting on the post be deactivated by administrators. Unanimous
It was proposed, seconded and Resolved: That the Clerk to Council respond to the request for information under the Freedom of Information Act 2000. Unanimous
