Minutes of a meeting of the Playing Fields, Allotments & Open Spaces Committee held in Bracebridge Heath Community Library on 15th October 2018 at 19:30

Councillors Present: Cllrs Burley, Fletcher, Kilcoyne, Lowery Mrs Walker, Ward (Chairman)
In attendance: Mrs S Knowles – Clerk to Council 
3 members of the public were present

1. To consider apologies for absence and note the reason where appropriate – It was proposed, seconded and Resolved: That apologies be accepted from Cllr Clements

2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item – Cllr Lowery declared a pecuniary interest in all matters relating to the pavilion cleaner and non-pecuniary interests in relation to the storage facilities at the recreation ground.

3. Minutes of the meeting held on 20th August 2018 - It was proposed, seconded and Resolved: That the minutes of the meeting held on 20th August 2018 be approved and signed as a true record by the Chairman.

4. To consider provision of a youth club – It was proposed, seconded and Resolved: That committee session be suspended to allow a representative of Hurricane Sports to present information about a youth club.

Committee session was suspended at 19:39

A verbal report was given providing options for a youth club in Bracebridge Heath. Members considered the report and it was requested that the Clerk to Council review availability of the pavilion to host a youth club. 

Committee session resumed at 20:02

5. To consider the annual play inspection report – It was requested that additional swing chains and shackles be purchased and replaced as required by the village caretaker. It was requested that prices be sought to replace the balance beam at the recreation ground play park. The trim trail at the Grantham Road park would be considered for replacement in the near future.

6. To consider repairs/new equipment – It was agreed that items stored in the container at the recreation ground be reviewed and disposed of where possible.

7. To consider grass cutting / grounds maintenance – Members considered the Lincolnshire County Council (LCC) Parish Agreement for grass cutting. It was requested that the Clerk to Council obtain prices for carrying out three cuts per year of the identified verges and prices for one supplementary cut in addition to cuts made by contractors on behalf of LCC.

8. To consider the allotments – Thanks were received from the Allotment Holders Association for provision of a skip at the site.

9. To consider the recreation ground – A verbal report was given on identified issues of lighting at the recreation ground.

10. To consider street furniture – litter bins, dog waste bins and seating- A verbal report was given.

11. To consider the bowling green – It was agreed that the wood carving group could site their materials and equipment within the bowls club enclosure subject to the permission of the Bowls Club Committee.

12. To review and consider committee expenditure – A verbal report was given. Committee reviewed expenditure to date.

13. Items for the agenda of the next committee meeting – Storage at the recreation ground.
