Minutes of a meeting of Finance & General Purposes Committee held on 15th October 2018 in the Bracebridge Heath Community Library at 20:00
Present: Cllrs Fletcher, Kilcoyne, Lowery, Mrs Manders (Chairman), Mrs Trought
In attendance: Mrs S Knowles, Clerk to Council

1. To consider apologies for absence and note the reason where appropriate – Apologies for Cllr Donaldson were considered. There was no proposal to accept.
2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item – Cllr Lowery declared disclosable pecuniary interest in matters relating to the pavilion cleaner.
3. To confirm the minutes of the meeting held 17th September 2018- It was proposed, seconded and Resolved: That the minutes of the meeting of the Finance & General Purposes Committee held on 17th September 2018 be approved as a correct record and signed by the Chairman.
It was proposed, seconded and Resolved: That item 13 ‘Additional items for the next committee agenda’ be moved to item 12.
4. To consider the Community Library – A verbal update was given on the library refurbishment. It was requested that prices be obtained for the
supply and purchase of a shed to be sited at the side of the library. It was requested that outdoor security lighting be installed at the front of the library.
5. To consider Remembrance Sunday – A verbal report was given. The purchase of radios would be considered at the next meeting of full council on
6th November 2018.
6. To consider policies for review -
- Health and Safety Policy – It was proposed, seconded and Resolved: That the Health and Safety policy v2.0 be adopted by Council.
- Lone Working policy and procedure – It was proposed, seconded and Resolved: That the Lone working policy and procedure v1.0 be adopted by Council
7. To consider electricity and gas supply contracts for the recreation ground–
- It was proposed, seconded and Resolved: That Council accept the 48-month electricity contract with Scottish & Southern Energy.
- It was proposed, seconded and Resolved: That Council accept the 36-month gas contract with Scottish and Southern Energy.
8. To review the 2018/2019 budget – The committee reviewed income and expenditure. No concerns raised.
9. To consider earmarked reserves – Cllrs Fletcher and Lowery declared non-pecuniary interests in matters relating to the Village Hall at 21:44
It was requested that the Clerk to Council obtain advice and quotations to repair the leaks from the Village Hall roof. No changes at present.
10. To consider 2019-2020 precept – Verbal report was given.
11. To consider invoices for payment between the meetings – It was proposed, seconded and Resolved: That the following payments are made between Full Council meetings for invoices due:

12. To consider items for the agenda for the next committee meeting - Village Hall, Remembrance Sunday review, Parish Council grants, staffing.

It was proposed, seconded and Resolved: That the press and public be excluded from the meeting for the consideration of agenda item 16 on the grounds that it involves the likely disclosure of exempt information, as defined in the relevant paragraphs of Part 1 of Schedule 12A of the Act.
