Minutes of a meeting of the Planning, Lighting & Roads Committee held in Bracebridge Heath Community Library on 15th October 2018 at 19:00

1. To consider apologies for absence and note the reason where appropriate – It was proposed, seconded and Resolved: That apologies for absence be accepted from Cllr Clements.
2. To receive members’ declarations of disclosable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item – Cllr Mrs Manders declared non-pecuniary interests in relation to planning applications 18/1326/HOUS – 15 Bentley Drive and 18/1214/HOUS – 131 Grantham Road.
3. Minutes of the meeting held on 17th September 2018 - It was proposed, seconded and Resolved: That the minutes of the meeting held on 17th September 2018 be approved and signed as a true record by the Chairman.
4. To consider planning applications:
18/1228/HOUS – Saranac, 25 Red Hall Farm Lane – It was proposed, seconded and Resolved: That Council do not object to the proposed development in principle but do object to the use of white render as a finishing material. The design, appearance and materials are not in keeping with other properties in the vicinity.
18/ 1119/HOUS- 13 Broadway– It was proposed, seconded and Resolved: That Council objects to the development on the grounds that the proposal would result in an overdevelopment of the site totalling a 74.5% increase on the current footprint of the property. Although, 15 Broadway obtained permission for a similar extension (ref: 14/0256/HOUS), the size and shape of the plot at the property next door lends better to an extension of this proportion. Council has concerns about the adequacy of parking which may lead to issues of highway safety. A reduction in parking at the front of the property will result in vehicles being parked on the roadside of a busy thoroughfare which is also used as a bus route. Should permission for this proposal be granted Council requests that a condition is applied to prevent any future use as a separate dwelling.
18/1243/LBC - St John’s Hospital – It was proposed, seconded and Resolved: That Council objects to the installation of satellite equipment on the grounds that it contravenes policy LP25. Council also have concerns that granting permission will set a precedent for other properties on the site.
18/1209/HOUS – 33 London Road – It was proposed, seconded and Resolved: That Council objects on the grounds that the proposal amounts to an overdevelopment of the site. Two previous extensions have been carried out to the property in addition to the sale of land at the side which has now been built on. Council are concerned that the design, visual amenity and materials used for this extension are not in keeping with the existing property or those in the vicinity. Council requests that should permission be granted for this development that a condition is applied to prevent the open seating area being enclosed by any means in the future.
18/1214/HOUS – 131 Grantham Road – No comments or objections.
18/1326/HOUS – 15 Bentley Drive – No comments or objections.
18/1319/HOUS – 1 St Albans Close – It was proposed, seconded and Resolved: That Council objects to the structure in relation to design, appearance and visual amenity. The original planning conditions for the site prohibited the erection of large structures in the garden.
5. To receive a report on planning decisions received – The report was accepted by members.
6. To consider highways and roads – A verbal report was given. It was requested that the Clerk to Council follow up with LCC Highways about the
pre-bypass construction survey.
7. To receive a report on street lighting faults and repairs – A verbal report was given on streetlighting repairs
8. Items for the agenda of the next committee meeting – Nil
