Minutes of the meeting of Bracebridge Heath Parish Council held on 4th September 2018 in Bracebridge Heath Village Hall at 19:00

PUBLIC PARTICIPATION SESSION

The Chairman gave a reminder of standing order 2g regarding the use of mobile phones. A reminder was also given about standing orders 30 and 31 regarding the rules of debate.

The Chairman opened the public participation session with the news that Mrs Marion Brighton had recently passed away. Mrs Brighton was a Member of Washingborough Parish Council and North Kesteven District Council for 44 years and her long career in local government made a remarkable impact on her community.

Police Report – Two reports were received from Lincolnshire Police. Between 3rd July and 7th August 2018 five crimes were recorded including one crime of arson, one relating to vehicle crime, two burglaries and one attempted burglary. Between 8th August and 4th September 2018 nine crimes were recorded including six crimes relating to criminal damage, two crimes of burglary and one crime relating to theft from a vehicle.

County Council – Cllr Miss Cawrey was not in attendance.

District Council – Apologies were received from District Councillors Burley and Gallagher.

18108. MEMBERS’ CODE OF CONDUCT The Chairman gave a reminder of the need for members to submit to the Monitoring Officer at North Kesteven District Council any changes to the content of their Register of Member Interests forms and the importance of the Code of Conduct.

18112. TO CONSIDER COUNCIL WEBSITE AND DOCUMENT STORAGE It was proposed, seconded and Resolved: That Council approve the purchase of an additional licence for Dropbox. Unanimous

18113. TO CONSIDER PUBLICATION OF COUNCILLOR INFORMATION It was proposed, seconded and Resolved: That the recommendation from Finance and General Purposes committee to publish Councillor postal addresses only be accepted Unanimous

18114. TO CONSIDER THE POLICY FOR ONLINE INTERACTION An amendment to the policy was required to ensure that the policy covers all Facebook groups or pages set up in association with Council. It was reported that Cllr Mrs Walker was added as an administrator on the Bracebridge Heath Neighbourhood Plan Facebook Group.

18115. TO CONSIDER THE ANNUAL PARISH MEETING It was agreed that the annual parish meeting would continue to be held on the same evening as the regular meeting of Parish Council. The setup and layout for the meetings would be made distinct.

18116. TO CONSIDER PARISH COUNCIL STANDING AND SUB-COMMITTEES a. TO RECEIVE AND WHERE NECESSARY, ADOPT THE RESOLUTIONS FROM WITHIN THE MINUTES OF THE FOLLOWING COMMITTEE AND SUBCOMMITTEE MEETINGS

  • Finance & General Purposes committee – 16th July 2018 It was proposed, seconded and Resolved: That the Document Retention Policy v2.0 be adopted by Council Unanimous It was proposed, seconded and Resolved: That the Complaints Policy v2.0 be adopted by Council Unanimous.      Members accepted the report.
  • Finance & General Purposes committee – 20th August 2018 Members accepted the report.
  • Playing Fields Allotments & Open Spaces committee– 20th August 2018 It was proposed, seconded and Resolved: That the Terms of Reference for committee be adopted by Council Unanimous Members accepted the report.
  • Neighbourhood Plan sub-committee – 26th July 2018 Members accepted the report.
  • Neighbourhood Plan sub-committee – 23rd August 2018 It was reported that the meeting was not quorate but the consultant from Community Lincs gave a presentation on the Neighbourhood Plan consultation analysis and results. Members accepted the verbal report.

b. TO REVIEW MEMBERSHIP OF COUNCIL STANDING AND SUB-COMMITTEES  

  • It was reported that Mrs Blockley had resigned from the Neighbourhood Plan sub-committee.
  • It was proposed, seconded and Resolved: That Mrs Donaldson be accepted as a co-opted community member of the Neighbourhood Plan sub-committee 9 in favour 0 opposed 1 abstention
  • It was proposed, seconded and Resolved: That Cllr Donaldson resigns from Planning, Lighting & Roads committee and joins Finance & General Purposes committee. Unanimous

  5. Bracebridge Heath Neighbourhood Watch – It was agreed that Cllr Mrs Humphrey would be Council representative for the Neighbourhood Watch.
  6. Village Hall Management Committee – Cllr Fletcher – Verbal report given.
  7. Cliff Cluster of Parish Councils Leadenham to Bracebridge Heath– Cllrs Mrs Manders, Mrs Trought & Clerk to Council – A verbal report was given.
  8. It was proposed, seconded and Resolved: That Council would purchase and host the Speed Indicator device in principle. Unanimous. ​​​​​​​Further discussions would be held with Parish Council representatives in the Cliff Cluster to ensure that confirmation of payment for the device and logistics of setting up and transferring the device between Councils was arranged. Members agreed that a refreshment station in Bracebridge Heath for the Cliff Cluster proposed centenary events for RAF, Armistice Day and votes for women would not be possible due to the short notice.
  9. Lincolnshire Association of Local Councils County Committee – Cllr Kilcoyne – No meeting. Members were reminded of upcoming LALC events:  
  • Councillor networking day on 27th September 2018 at the Bentley Hotel, Lincoln. Cllrs Mrs Trought and Mrs Manders requested to attend the training event
  • LALC Annual General Meeting on 17th October 2018 at the Venue in Navenby, 5pm to 9pm. Cllrs Kilcoyne and Mrs Trought requested to attend the training event.
  • Cllr Mrs Trought also requested to attend the Community Led Housing conference on 11th September 2018.
